About this file
This is a Solicitations Questions and Responses document for the City of Seattle, Washington, through Seattle Public Utilities (SPU), regarding on-call environmental consulting services focused on natural resources. The solicitation seeks qualifications from professional environmental consulting teams to provide support for planning and implementation of capital, operation, and maintenance programs related to wetland, watercourse, and fish and wildlife resources, including biological assessments, environmental review and permitting coordination, water quality monitoring, noise analysis, mapping, GIS services, surveying, tribal and government agency coordination, and construction monitoring. A non-mandatory pre-submittal conference was held on December 2, 2025, and the deadline for submitting questions through the e-procurement portal is December 12, 2025, at 12:00 p.m. Qualifications must be submitted electronically by January 15, 2026, at 1:00 p.m., with estimated interviews scheduled for the week of February 17, 2026. The City intends to award up to two on-call contracts with an estimated combined total budget of $2,000,000, divided among the awarded teams for a maximum contract term of five years.
The current incumbents on the existing on-call contracts expiring in August 2026 are Shannon & Wilson and Facet, Inc. No licenses, certifications, or training programs—including Professional Wetland Scientist Certification, Certified Ecological Restoration Practitioner, WSDOT Training for Biological Assessment Authors, HAZWOPR Training, Project Management Professional Certification, Certified Erosion and Sediment Control Lead, PADI Scuba Certifications, or Landscape Architect credentials—are mandatory due to the unknown nature of future work assignments. While prior experience managing multi-year on-call contracts is not required for the designated Contract Manager, possession of such skills and experience in managing similar municipal on-call contracts is desirable. Consultants must maintain specified insurance coverages, including Commercial General Liability ($1,000,000 each occurrence), Automobile Liability ($1,000,000), Umbrella or Excess Liability (total $5,000,000), Contractor's Pollution Liability ($1,000,000), and Professional Liability insurance ($1,000,000 or $10,000,000). A comprehensive Women and Minority-Owned Business Enterprise (WMBE) Inclusion Plan is required for contracts valued above $343,000. SPU does not guarantee any minimum quantity of work or contract value under these on-call contracts.
