About this opportunity

The Gila River Indian Community (GRIC) Department of Public Works is soliciting proposals for on-call electrical, SCADA design and integration, and start-up services for GRIC production facilities through Request for Proposals (RFP) 0639-DPW. The procurement encompasses engineering services including review and evaluation of existing water and wastewater infrastructure facilities, design of electrical power systems and control systems for new or modified construction, and inspection, integration, and startup services. Specific deliverables include arc flash evaluations, electrical system models, single-line diagrams, short circuit analysis, protective device evaluation, coordination studies, power studies, control panel design, AutoCAD drawings and specifications, submittal and RFI reviews, factory acceptance testing, checkout and start-up services, and as-built documentation. Required qualifications include a full-time licensed professional engineer in Arizona with a minimum of five years of P.E. license experience and a minimum of two integrators with 10 or more years of experience with Rockwell Automation Studio 5000 and Allen-Bradley ControlLogix systems. The evaluation criteria, totaling 110 possible points, include quality of firm management and team (30 points), firm's experience with similar facilities (30 points), ability to meet project schedule and current workload strategy (20 points), cost competitiveness (20 points), and Community/Native American owned firms designation (10 points). A pre-proposal conference is scheduled for Friday, April 24, 2026 at 9:00 AM in Chandler, Arizona; written questions are due by Tuesday, April 28, 2026 at 4:00 PM with responses provided by Thursday, April 30, 2026 at 5:00 PM; and proposals must be submitted by Monday, May 11, 2026 at 11:00 AM through the Bonfire e-Procurement portal.

The Community intends to award a Master Agreement to a single firm to ensure standardization, with the contract period spanning one year from execution with an option to renew for an additional two years. Preference is given to Community or Indian-owned design firms that submit the Indian Enterprise Qualification Statement, representing a set-aside consideration for Native American enterprises. The GRIC requires that all vendors obtain a business license and comply with Indian preference provisions as outlined in Community laws and ordinances. Contractors must maintain comprehensive insurance coverage including $1,000,000 commercial general liability, $1,000,000 automobile liability, professional liability with limits of not less than $1,000,000 per claim and a deductible no greater than $100,000, and workers compensation with specified limits. Billing is submitted monthly or as outlined in task orders with payment made 30 days after approval, with invoices subject to the FY26 Billing Policies for Consultants that establish detailed requirements for expense reimbursement, travel costs, and hourly rate documentation. No specific budget range or award value is disclosed in the solicitation materials; however, the contract structure as a master agreement with task orders suggests variable compensation based on actual services rendered and project requirements.
