About this file
This is a Fiscal Year 2026 Billing Policies and Guidelines document issued by the Gila River Indian Community (GRIC) to establish expectations and requirements for consultants and contractors providing professional, technical, and support services. The policies apply to all consulting services rendered during the fiscal year beginning October 1, 2025, and ending September 30, 2026. The document outlines comprehensive billing procedures, including invoice submission requirements to GRIC's Finance Department in Sacaton, Arizona, with invoices due the month following service delivery. All invoices must reference the contract number assigned by the Community's Procurement Department Contracts Management.
The policies establish detailed guidelines for reimbursable expenses, travel costs, hourly rate billing, and prohibited charges. Reimbursable expenses require itemized receipts and include travel, courier services, meals, lodging, and subcontractor payments, with no markup unless explicitly authorized. Travel expenses must comply with federal mileage rates, economy airfare requirements (first class prohibited unless pre-approved by General Counsel), and reasonable ground transportation. Hourly billing requires detailed time records documenting actual hours to one-quarter hour increments per task, with travel time outside the consultant's metropolitan area billed at no more than 50 percent of the hourly rate unless approved. The Community prohibits block billing, billing for administrative work such as bill preparation, and charges for cellular phones, Wi-Fi, in-room entertainment, alcohol, and tobacco. All invoices must be received by October 14, 2026, to meet fiscal year closeout requirements, with any invoices submitted after this deadline ineligible for payment. The Community reserves the right to audit all expenditures and records related to the contract.

All invoices will be submitted during the month following the month in which services are rendered and costs incurred. The invoice will include the correct contract number assigned by the Community’s Procurement Department Contracts Management Department and every effort will be made to include all reasonable out-of-pocket reimbursable expenses (as authorized by the Contract) in the monthly invoice the month in which the expenses are incurred. However, it is understood that some expenses and costs may not appear on a statement until sometime after the charges were actually incurred.
