About this opportunity

The Oregon Youth Authority (OYA) Procurement Unit is requesting quotes for on-call commercial appliance repair services across nine state youth correctional and transitional facilities, with quotes due August 20, 2026 at 4:00 p.m. PST under RFQ #S-41500-00017749. OYA prefers Oregon Small Business Enterprises (OSBEs) and will consider how purchasing from an OSBE strengthens Oregon's economy when evaluating quotes.

The scope covers comprehensive repair, maintenance, diagnostic, and replacement services for kitchen, laundry, and mechanical or specialty equipment at Eastern Oregon Youth Correctional Facility (Burns), MacLaren Youth Correctional Facility (Woodburn), Oak Creek Youth Correctional Facility (Albany), Jackie Winters Transition Program (Albany), Camp Riverbend Youth Transitional Facility (La Grande), Rogue Valley Youth Correctional Facility (Grants Pass), Tillamook Youth Correctional Facility (Tillamook), Camp Florence Youth Transitional Facility (Florence), and Camp Tillamook Youth Transitional Facility (Tillamook). Offerors may quote for one or more facilities. All work is performed within youth correctional facilities requiring strict tool control and security compliance with escort at all times.

The cumulative contract value does not exceed $250,000 over an estimated two-year term with an option to amend for up to an additional five years. Quotes must include an all-inclusive standard hourly labor rate, material markup percentage if applicable, and an emergency after-hour labor rate for services outside 8:00 a.m. to 5:00 p.m., Monday through Friday. Travel expenses are reimbursed per State of Oregon rates. All prevailing wage projects must comply with Oregon Revised Statute 279C.800 through 279C.870 and Bureau of Labor and Industries prevailing wage rates.

Contractors must carry commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, automobile liability of $1,000,000, and workers' compensation insurance. Personnel with youth contact require criminal background checks updated every five years. Contractors must comply with OYA security policies and mandatory reporting of suspected child abuse. Evaluation is best-value determination solely by OYA. No protests are allowed. Contact Riley Dunagan at the OYA Procurement Unit.
