About this opportunity
The Oregon Youth Authority Procurement Unit is requesting quotes for on-call asphalt paving services to support nine youth correctional facilities across Oregon, with quotes due August 21, 2026 at 4:00 p.m. PST. Prevailing wage compliance is mandatory for all qualifying projects under Oregon Revised Statutes 279C.800-279C.870.
The Oregon Youth Authority prefers Oregon Small Business Enterprises (OSBEs) certified under OAR 125-246-0230, and certification status will be considered during evaluation. The procurement does not constitute a set-aside, but rather a preference.
Services span asphalt repairs, new asphalt paving, and striping across Eastern Oregon Youth Correctional Facility (Burns), MacLaren Youth Correctional Facility (Woodburn), Oak Creek Youth Correctional Facility (Albany), Jackie Winters Transition Program (Albany), Camp Riverbend Youth Transitional Facility (La Grande), Rogue Valley Youth Correctional Facility (Grants Pass), Tillamook Youth Correctional Facility (Tillamook), Camp Florence Youth Transitional Facility (Florence), and Camp Tillamook Youth Transitional Facility (Tillamook). All work occurs within correctional facilities and requires strict adherence to tool control and security protocols, with contractors subject to continuous escort. Contractors must submit all-inclusive standard hourly labor rates, material mark-up percentages where applicable, and emergency after-hours labor rates for services outside 8:00 a.m. to 5:00 p.m., Monday through Friday. Travel expenses including mileage, lodging, and travel are reimbursed at State of Oregon rates.
The estimated contract value is $250,000 with a two-year initial term and an option to amend for an additional five years. Award will be made on a "best value" basis as determined by the Oregon Youth Authority. Contractors must maintain Commercial General Liability Insurance ($1,000,000 per occurrence / $2,000,000 aggregate), Automobile Liability Insurance ($1,000,000 combined single limit), and Workers' Compensation coverage. Criminal records checks, child abuse registry checks, and Prison Rape Elimination Act compliance are required.
