About this opportunity

Alameda County, California is requesting proposals for on-call as-needed roof maintenance, inspection, diagnostic, troubleshooting, and repair services under RFP 902780, with proposals due November 17, 2026 by 2:00 p.m. and a bidders conference held October 20, 2026. The County intends to award a three-year contract with an option to renew for two years to a pool of up to two selected bidders. Small and Emerging Local Business (SLEB) participation is mandatory: certified SLEB prime bidders are eligible for up to 10% bid preference, while non-SLEB primes must subcontract at least 20% of the total bid amount to a certified SLEB. Local bidders receive an additional 5% preference.

The scope covers routine bi-annual inspections, preventative maintenance, emergency leak repairs, weatherproofing, flashing and drainage work, and localized repairs across 64 County-owned facilities in North County (administrative offices, courthouses, youth centers, detention facilities, and parking structures) serving multiple roofing system types: asphalt shingles, modified bitumen, built-up, TPO, PVC, EPDM, metal, and tile. Bidders must hold a valid California C-39 Roofing Contractor's license, possess five years of comparable experience, and maintain TPO system certifications. The County requires 80% minimum performance by direct W-2 employees and 24/7 emergency on-call availability with strict response times: two hours for Priority 1 critical emergencies, two-hour acknowledgment and 24-hour on-site arrival for Priority 2 standard emergencies, and four business-day scheduling for routine work.

Pricing is due for three labor categories—normal business hours (estimated 600 hours annually), overtime (estimated 300 hours annually), and 24/7 emergency services (estimated 100 hours annually)—plus annual allowances for repair parts ($100,000) and equipment ($30,000), yielding a three-year estimated grand total of $390,000. All labor rates must be fully burdened with no supplementary charges for trip fees, mileage, or minimum billing blocks; material markups are capped at a County-defined percentage over verifiable wholesale costs. Prices must remain fixed and firm for the initial three-year term.

Evaluation criteria are cost (20 points), service description (30 points), relevant experience (35 points), and references (15 points), with optional vendor interviews. Written questions were due October 21, 2026; answers issued November 6, 2026. Board award is anticipated February 2, 2027, with contract start February 9, 2027. The County requires environmentally preferable products with equivalent or higher performance at equal or lower cost than traditional alternatives under its Sustainability Program.
