About this file

This Request for Proposal (RFP) document pertains to on-call roof maintenance, inspection, diagnostic, troubleshooting, and repair services for a California county. The County seeks to establish a three-year contract with an option to renew for two additional years with a pool of up to two selected bidders determined to be the most responsive and responsible. The services encompass comprehensive roof system management including preventative maintenance, inspections, diagnostics, troubleshooting, and repair work on an as-needed basis. The procurement emphasizes the county's commitment to sustainability by requiring bidders to propose environmentally preferable products that maintain equivalent or superior performance at equal or lower costs compared to traditional alternatives, with specific sustainability program requirements integrated throughout the RFP specifications.

The RFP incorporates the county's Sustainability Program requirements as material specifications, indicating that environmental considerations and cost efficiency are equally weighted in the evaluation process. While the document does not specify explicit pricing terms, set-asides, or funding amounts in the summary information provided, the as-needed nature of the contract structure suggests variable pricing based on individual repair and maintenance orders. The county's intent to award multiple contracts from the bidder pool indicates a competitive procurement strategy designed to ensure continuous service availability and competitive pricing throughout the contract term.

I. STATEMENT OF WORK

A. INTENT

It is the intent of these specifications, terms, and conditions to describe on call as needed roof maintenance, inspection, diagnostic, troubleshooting, and repair services being requested by the County.

The County intends to award a three-year contract (with the option to renew for two years) to a pool of up to two (2) Bidders selected as the most responsive and responsible Bidders whose response conforms to the RFP and meets the County’s requirements.

These specifications, terms, and conditions are to procure the most environmentally preferable products with equivalent or higher performance and at an equal or lower cost than traditional products. Specific requirements from the County’s Sustainability Program related to this RFP are included in the appropriate sections.

B. SCOPE/BACKGROUND

The Alameda County General Services Agency, Building Maintenance Department, specifically the Fairmont Carpenter, Paint, and Locksmith Shop (GSA-BMD North County CPL), is responsible for the maintenance, repair, and operational upkeep of a diverse range of facilities. The GSA-BMD North County CPL manages 64 facilities, which include administrative offices, courthouses, youth centers, veterans' memorial halls, parking structures, and detention facilities.

This extensive responsibility reflects GSA-BMD's commitment to ensure that each facility is not only functional but also meets the community's needs, creating a safe and welcoming environment for employees, residents, and visitors. Their efforts range from routine preventative maintenance to urgent leak remediations, demonstrating a strong dedication to excellence in public service and facility management.

GSA-BMD is seeking proposals from qualified and licensed roofing contractors to provide on-call as needed roofing maintenance and repair services for County-owned facilities. This contract is strictly for maintenance, inspections, diagnostics, troubleshooting, and repairs; it does not include full or partial roof replacements. The chosen contractors will be required to offer 24/7 emergency on-call, as-needed services and adhere to strict response times.

Covered Asset Portfolio & Baseline Conditions (Exhibits B & C): The services outlined in this RFP apply specifically to the facilities detailed in Exhibit B – North County Covered Asset Portfolio, attached hereto and incorporated by reference. Bidders must base their logistical planning, and response and availability capabilities strictly on the geographic distribution of these assets.

Furthermore, the County provides Exhibit C – Baseline Roof Condition Assessments for informational and baseline-setting purposes. This document establishes the documented health and existing defects of the covered portfolio prior to contract commencement. The Contractor(s) is expected to utilize this baseline data to inform preventative maintenance schedules and accurately diagnose root-cause failures without duplicating initial discovery efforts.

Bidders are also informed that certain buildings as identified in Exhibit B - North County Covered Asset Portfolio have roof mounted solar panels. Any maintenance or repair activities that require removal of the solar panels will require Contractor coordination with GSA-BMD North County CPL and the County’s solar panel consultant to remove the panels before any work can be done.

C. BIDDER QUALIFICATIONS

1. BIDDER Minimum Qualifications

a. Bidder must be regularly and continuously engaged in the business of providing as needed on-call roof maintenance, inspection, diagnostic, troubleshooting and repair services for at least five (5) years, which must be clearly stated or demonstrated in the bid response packet.

f. Response Time and Availability Depending on Classification of Service Calls -The Contractor must provide a 24 hour, 7 days (24/7) a week emergency on-call operation with a dedicated 24/7 emergency phone number. The response time clock “starts” at the exact moment a voice mail message is left with the Contractor, or an email is transmitted to the Contractor’s emergency contacts by GSA-BMD personnel. The County will assign the priority classification. Performance will be measured from receipt at the designated emergency telephone number or email address.

Contractor shall maintain call logs showing notification, acknowledgment, dispatch, arrival, stabilization, and completion times. The Contractor must strictly adhere to the following priority levels based on incident severity:

(1) Priority 1 – Critical Emergency - Life Safety and Property Risk

Temporary stabilization e.g. tarping, interior water diversion, must be completed immediately upon arrival.

(c) Failure to acknowledge a Priority 1 Critical Emergency call or email within sixty (60) minutes of the response time clock starting is grounds for the County to immediately dispatch and alternate backup provider. Contractor will be responsible for any difference in price between Contractor’s agreed upon rates for this awarded contract and the alternate backup provider that is used in the Contractor’s place.

(2) Priority 2 - Standard Emergency Urgent Repairs

(a) Definition - Standard Leak remediation, recent storm damage, or localized structural vulnerabilities that are not actively flooding interior spaces.

(b) Response requirement – The Contractor must acknowledge Priority 2 Standard Emergency Urgent Repair call or email within 2 hours and be physically on-site of the requested repair location within 24 hours of the initial notification to provide diagnostics and a repair estimate.

(3) Routine Maintenance, As Needed Work

(a) General preventative maintenance, debris removal, or scheduled roof assessments.

(b) Response requirement – The Contractor must acknowledge routine request within 4 business hours, site visit or schedule within 3 business days, provide expedited call-back services for standard requests with work scheduled and executed during standard business hours, Monday through Friday from 7:00 a.m. to 5:00 p.m. to minimize operational disruption, and complete work by the County-approved date.

Prevailing wage rates are also available from the County or at www.dir.ca.gov

b. All public works contracts valued at $30,000 or more carry an obligation to hire apprentices, unless the craft or trade does not require the use of apprentices, as indicated in the corresponding prevailing wage determination. This duty applies to all contractors and subcontractors on a project, even if their part of the project is less than $30,000.

II. COUNTY PROCEDURES, TERMS, AND CONDITIONS

G. EVALUATION CRITERIA / SELECTION COMMITTEE

1. Initial Evaluation (Completeness of Response and Debarment and Suspension).

All proposals will first be reviewed to determine if they pass the initial Evaluation Criteria (Section A), which are determined on a pass/fail basis.

2. Evaluation by County Selection Committee. All proposals that have passed the initial Evaluation Criteria will be evaluated by a County Selection Committee (CSC). The CSC may be composed of County staff and other parties that may have expertise or experience related to the goods or services that are being procured. The CSC will score the proposals according to the Evaluation Criteria set forth in this RFP. Other than the initial pass/fail Evaluation Criteria, the evaluation of the proposals will be within the sole judgment and discretion of the CSC.

3. Unrealistic Bids. Bidders should bear in mind that any proposal that is unrealistic in terms of the technical or schedule commitments or unrealistically high or low in cost may be deemed reflective of an inherent lack of technical knowledge or indicative of a failure to comprehend the complexity and risk of the County’s requirements as set forth in this RFP.

4. Price Discrepancy. In the case of a discrepancy between the unit price and an extension, the unit price will be used for evaluation purposes.

5. Evaluation Criteria Descriptions. The items listed in the Evaluation Criteria should be considered as minimum requirements. All information contained in a proposal and presented in vendor interviews (if there are interviews) will be considered during the evaluation process and included in scoring within the appropriate Evaluation Criteria.

6. Evaluation Scores. Proposals will be evaluated and scored on the zero to five-point scale within each Evaluation Criteria below. Scores for all Evaluation Criteria (see the section below) will then be added, according to their assigned weight (below), to arrive at a weighted score for each proposal. A proposal with a higher-weighted total will be deemed of higher quality than a proposal with a lesser-weighted total.

7. Shortlist Process. The evaluation process may include a two-stage approach including a preliminary evaluation of the written proposal and preliminary scoring to develop a shortlist of Bidders that will continue to the final stage of optional vendor interview, and reference checks. The preliminary scoring will be based on the total points, excluding any points allocated to references, and optional vendor interview. The three Bidders receiving the highest preliminary scores may advance to the next evaluation phase. All other Bidders will be deemed eliminated from the process. All Bidders will be notified of the shortlist participants; however, the preliminary scores at that time will not be communicated to Bidders.

8. Reference Checks. The County reserves the right to conduct reference check(s) on all Bidders who submitted a bid proposal. The CSC will then score the reference check(s), as identified in the Evaluation Criteria below, which will then be included in the final score.

9. Optional Vendor Interviews. The County may in its sole discretion, conduct vendor interviews. Should the County opt to conduct a vendor interview, the interview may include responding to standard and specific questions from the CSC regarding the Bidders’ proposal. Whether or not a shortlist process is used, the score of any evaluation criterion below may be revised or informed based on the vendor interview.

10. Final Score. The final maximum score for any procurement is 550 points, including the possible 50 points for local and small, local and emerging, or local preference points (maximum 10% of the final score; derived from 5% for local preference and 5% for either Small and Local or Emerging and Local preference).

Proposals will be ranked by their final scores.

a. Without Vendor Interview. In procurements where there are no vendor interviews, the score received by the evaluation of the written proposal with the references score added will be the final score.

b. With Vendor Interview. In procurements where there are vendor interviews, the CSC will consider the interview and may adjust the scores received by the evaluation of the written proposal which, with the reference scores added, will be the final score.

11. Contact During Evaluation Process. All contact during the evaluation phase must be through the GSA-Procurement department only. Bidders must neither contact nor lobby CSC during the evaluation process. Attempts by Bidders to contact and/or influence members of the CSC may result in disqualification of Bidders.

12. Determining Award. As a result of this RFP, the County intends to award a contract to the highest-ranked responsible Bidder(s), as determined by the combined weight of the Evaluation Criteria, whose response conforms to the RFP and whose bid presents the greatest value to the County considering all Evaluation Criteria. The combined weight of the Evaluation Criteria is greater in importance than the cost in determining the best value to the County. The County may award a contract of higher qualitative competence over the lowest priced response.

13. The zero to five-point scale range is defined as follows:

Score Rating Description

Not Acceptable

Non-responsive, fails to meet RFP specifications. The approach has no probability of success. If the unmet specification is a mandatory requirement, this score may result in the disqualification of the proposal.

1 Poor

Below average, falls short of expectations, is substandard to that which is the average or expected norm, has a low probability of success in achieving objectives per RFP.
