About this opportunity

Dane County, Wisconsin is seeking proposals for an Ombuds Services program through RFP #2023-RFP-091-PR, targeting the development and operation of an independent workplace resource for its approximately 3,000 employees. The selected firm or individual will be responsible for providing confidential consultations, facilitating conflict resolution, conducting in-person training, and assisting employees in navigating workplace programs. Key deliverables include maintaining documentation and reporting annually to a County Board subcommittee. The RFP evaluation process will allocate points across six categories: Experience & Qualifications (15 points), Understanding of Organizational Needs & Approach (25 points), Demonstrated Expertise in Conflict Resolution (25 points), Workload Capacity & Resources (10 points), Cost (25 points), and Local Vendor Preference (5 points). Critical dates include a question deadline of August 22, 2023, and proposal submission deadline of September 12, 2023, at 2:00 pm. The anticipated contract term spans one year, with options to renew for four additional one-year extensions, covering the period from January 1, 2024, to December 31, 2028.

The RFP includes local vendor preference provisions, with Dane County-based vendors receiving five evaluation points and vendors from adjacent counties receiving two points. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, proposers must submit their response electronically through the County's eProcurement Portal. The proposal must include a comprehensive pricing proposal with lump sum pricing for program setup and five years of operation, along with standard hourly rates for additional services. Although no incumbent vendor is identified, the county seeks a vendor capable of providing an impartial, independent resource to address workplace concerns and improve organizational processes. While a specific budget range is not disclosed, the comprehensive evaluation criteria suggest the county is prioritizing quality and expertise over purely cost-based selection, with cost representing 25% of the total evaluation points.
