About this opportunity
The Ohio Department of Health (ODH) has issued a Request for Proposal (RFP) for Radiological Health and Safety Environmental Monitoring near the Beaver Valley Nuclear Power Station in Columbiana County. The procurement seeks a qualified contractor to perform comprehensive environmental monitoring through weekly air sample collections and monthly water samples from the East Liverpool Water Treatment Plant's raw water intake. Specific deliverables include collecting 52 weekly air samples (filter papers and carbon cartridges) and 24 monthly water samples to measure potential radiological impacts from nuclear power plants. Qualified bidders must have four years of experience with stationary low-volume continuous air samplers, proper sample collection techniques for air particulate, air iodine, water, vegetation, sediment, and split samples, and the ability to collect samples at specified locations and frequencies. The technical evaluation will assess the contractor's profile (35 points), staffing plan (15 points), and work plan (50 points), with proposals due by October 16, 2025, at 3 p.m. via Ohio Buys. Questions from potential bidders will be accepted until October 14, 2025.
The procurement includes a Minority Business Enterprise (MBE) set-aside component, with 50 points allocated for this criterion in the overall evaluation process. The total possible scoring for the contract is 750 points, comprised of 500 points for the technical proposal, 200 points for the cost proposal, and 50 points for the MBE designation. The project is initially scoped for the state fiscal years 2026-2027 (July 1, 2025, to June 30, 2027), with potential renewal options for an additional two years. The total projected budget for this environmental monitoring contract is $15,040, with one award planned. Samples must be shipped via overnight courier to the Bureau of Public Health Laboratories in Reynoldsburg, Ohio, and will be analyzed for gross beta, gamma isotopic, and iodine-131 content. The Ohio Department of Health reserves the right to execute multiple agreements based on Ohio General Assembly fund appropriations and satisfactory contractor performance.
