About this opportunity

The Ohio Department of Health (ODH) is seeking system integration services for the Ohio Disease Reporting System (ODRS) modernization project through a competitive solicitation posted on April 8, 2025. The procurement focuses on completing the redesign and re-platforming of the ODRS, which provides real-time secured access for state and local public health practitioners to report infectious diseases. Contractors will be responsible for approximately one year of continued development, quality assurance, and release management activities, with technical requirements emphasizing expertise in Azure, Blazor, C# .Net, and federal reporting architectures. The evaluation will be comprehensive, scoring up to 550 points across technical and cost dimensions, including 25% for system knowledge, 20% for technology expertise, 20% for understanding federal reporting standards, 10% for staffing plan, 15% for work plan strategy, and 10% for cost proposal reasonableness. Proposal inquiries are accepted from April 11 to April 29, 2025, with final proposals due by May 1, 2025, at 3 p.m., and the initial contract period spanning from July 1, 2025, to June 30, 2026, with an optional one-year renewal.

The solicitation includes significant minority business enterprise (MBE) participation requirements, with contractors able to earn up to 50 points based on MBE involvement ranging from 0% to 25% or greater. Potential financial penalties exist where 10% of payment may be at risk if MBE participation goals are not met. The project anticipates selecting approximately 12-14 contractors, with a projected budget of up to $5,000,000. Strict data security and privacy terms are mandatory, requiring contractors to maintain an Information Security Program consistent with NIST 800-53 standards at a "moderate level baseline" and comply with various federal and state regulations including HIPAA. Contractors must also complete an Affirmation and Disclosure Form detailing business locations, service performance sites, and data storage locations, with explicit prohibitions on offshore service delivery. The existing ODRS infrastructure will require integration with new system components, emphasizing the need for contractors with specific technological and domain expertise in public health reporting systems.

Opportunity text

The Ohio Disease Reporting System (ODRS) provides real-time secured access for state and local public health practitioners to report infectious diseases. ODH is in the implementation phase of a redesign/re-platform of the ODRS system. The system requirements, both functional and non-functional, have been gathered. The solution has been architected. ODH began coding the new application more than 2 years ago and this is a continuation to complete that work. We estimate there is about 1 year of development, Quality Assurance, and release management activities remaining.
