About this opportunity

The County of San Mateo is seeking community partners to provide targeted Chinese and Spanish language outreach and education services for Regions 1 and 2, as part of an initiative to engage hard-to-reach populations. The Request for Proposals (RFP) aims to connect underserved communities with county resources by addressing language barriers and limited technological access. Proposing organizations must demonstrate effectiveness in reaching target populations, with specific focus on low-income, limited-English speaking, and immigrant communities. Evaluation criteria include effectiveness in reaching target communities (25%), cultural competency (20%), quality of approach and implementation (30%), experience managing outreach campaigns (10%), and cost-effectiveness (15%). The RFP requires proposers to have language capacity in Cantonese and/or Mandarin (spoken and written) and Spanish, with preference given to organizations capable of in-person, high-touch outreach methods. Proposals are due by May 16, 2025, at 2:00 pm, with an anticipated contract award date of June 24, 2025, and an initial one-year contract term with potential extension for up to three additional years.

Eligible proposers include nonprofit organizations, government agencies, school groups, and joint proposer groups, with mandatory requirements that organizations be legally authorized to do business in California and have at least three years of active community outreach experience. Proposers must be located in or serving San Mateo County residents, with specific attention to serving populations in designated regions including areas like Daly City, Broadmoor, Colma, Brisbane, South San Francisco, San Bruno, Millbrae, Burlingame, Hillsborough, San Mateo, Foster City, Belmont, and associated unincorporated areas. The contract opportunity targets multiple populations, including African Americans, Asian/Pacific Islanders, children, disabled individuals, homeless populations, immigrants, LGBTQ+ communities, low-income residents, seniors, veterans, and young adults. The estimated contract value ranges from $5,000 to $30,000 per contract, with a total potential annual funding of up to $85,000. Organizations must demonstrate cultural competency, provide bilingual communication capabilities, and show proven ability to create culturally appropriate messaging that effectively connects community members with county resources and services.

This RFP is specific to Chinese (Cantonese and/or Mandarin spoken / Simplified and/or Traditional written) and Spanish language capacity for partners located in either Region 1 or 2 of the County (see map in Attachment F).
