About this opportunity
The Maine Department of Corrections, acting through the State of Maine Department of Administrative and Financial Services, Bureau of General Services, Division of Procurement Services, is requesting quotations for office furniture to outfit Buildings 2 and 3 at Maine Correctional Center in Windham under RFQ 03A 2110010-0072, with quotations due October 18, 2021 at 4:00 p.m. Eastern Standard Time.
The scope encompasses office furniture including seating, desks, tables, storage cabinets, filing systems, and workstation components specified in detailed technical drawings and fixture lists for both buildings. Bidders must provide comprehensive pricing for each line item with complete specifications of finishes and features; responses noting "as specified" will not be accepted. Bidders may propose either basis-of-design items or submit substitutions and alternates using the provided Substitution Request Form, with full feature and finish descriptions. Basis-of-design manufacturers include SitOnIt (chairs in Novo, Freelance, and Rio models), KI, Herman Miller, OFS, and other institutional-grade suppliers. The specifications cover multiple functional areas including administrative offices, security operations, food service, health services, and inmate housing, with some existing furniture designated for reuse or relocation. Quantities range from single units to 64 items for certain categories. Bidders are required to include project management costs, installation costs, and delivery in their pricing.
Quotations must be submitted electronically through the State's Advantage Vendor Self Service (VSS) system in the specified MS Excel proposal form. All goods shall be priced with FOB Destination shipping terms, including delivery charges. Quotations must remain firm and binding for 180 days from bid opening. Award will be made on a best-value basis, considering product conformity with specifications, delivery timelines, and pricing. The State reserves the right to reject the lowest-price bidder if documented poor performance or contract termination occurred within the previous five years. Payment terms are net 30 upon receipt of an accurate invoice. No Best and Final Offers process will be conducted.
