About this opportunity
The Florida Department of Corrections (FDC) is seeking experienced and qualified vendors to implement the modernization of its Offender-Based Information System (OBIS) through a competitive Invitation to Negotiate (ITN) solicitation. The modernized OBIS must meet FDC's business needs and leverage current technologies, including improving system usability, scalability, interoperability, and workforce management capabilities. The procurement is for comprehensive services, including business analysis, system design, implementation, deployment, and ongoing technical support, with the goal of awarding a single contract with an initial term of up to three years and the option to renew for up to three additional years. The ITN provides details on the current OBIS system, FDC's business processes and stakeholders, and the objectives for the modernization project. Vendors are required to submit both a technical and cost reply, and the evaluation will be based on best value to the state. Key dates include a mandatory pre-reply conference on July 21, 2023, and the submission of replies by the revised due date of November 8, 2023.
The ITN does not specify any set-aside designations or restrictions on the types of organizations that can respond. There is no mention of any incumbent vendors or current contractors, nor any existing infrastructure or technology that requires integration. The solicitation is open to all qualified vendors, and the potential award value is not disclosed. However, the Department is seeking innovative solutions and pricing that best meet its needs for the OBIS modernization project.
