About this opportunity
The California Department of Education (CDE) is soliciting bids for Off-Site Video and Webcasting Services through Invitation for Bid (IFB) CN160077, seeking a comprehensive multimedia service provider to record and webcast meetings and proceedings for various state boards and commissions statewide. The contract will run from July 1, 2016, through June 30, 2017, with an option for a one-year renewal. A mandatory bidders conference was scheduled for June 6, 2016, at 1:00 PM at the CDE headquarters in Sacramento, with bid submissions due by June 14, 2016. The scope of work involves multifaceted video/audio recording and hosted webcasting services for off-site meetings, requiring technical capabilities to capture, stream, and potentially archive various governmental proceedings. Two addendums (Addendum #1 and #2) were issued that revised conference details, bid submission dates, and modified the Scope of Work and specific bid forms. Potential bidders were required to attend the mandatory conference and carefully review all attached documents, including the comprehensive solicitation document, addendums, and the questions and answers document.
While specific set-aside designations were not explicitly detailed in the provided documentation, the procurement appears to be a standard competitive bid process open to qualified vendors capable of meeting the technical and service requirements. The contract does not specify a precise budget range, but as a statewide service contract for video and webcasting, it likely represents a significant annual investment. The solicitation covers services across multiple jurisdictions, including Sacramento County and San Francisco City, suggesting a broad geographical service requirement. Vendors would need to demonstrate technical proficiency in video recording, live streaming, webcasting technologies, and the ability to support various governmental meeting formats. The one-year contract with a potential renewal option indicates the state's intention to establish a reliable, long-term service relationship with a qualified multimedia service provider capable of consistently meeting the California Department of Education's documentation and communication needs.
