About this opportunity
Hillsborough County, Florida is procuring off-duty law enforcement services through a sole-source special procurement with Off Duty Management, Inc. (ODM) for the use of the OfficerTRAK application, a scheduling and management tool for off-duty law enforcement personnel providing security services. The procurement covers a five-year period and includes services such as security post locations, patrol areas, traffic control, incident response, and payment processing for off-duty law enforcement officers deployed to County facilities and events. The estimated quantities total 109,515 regular shift law enforcement officer hours, 250 supervisor shift hours, 100 holiday regular shift hours, and 50 holiday supervisor shift hours over the contract period. Billing rates are established at $48.50 per hour for regular shift officers, $57.25 per hour for supervisors, $53.82 per hour for holiday regular shifts, and $62.98 per hour for holiday supervisor shifts, with a 6% annual increase each year and a three-hour minimum per request. The County posted this opportunity on March 5, 2026, with a due date of March 12, 2026, and reserves the right to extend the contract term, adjust the scope of services, and increase the award amount accordingly. This procurement is being conducted under Section 3-207 of the County's Procurement Policy for unique and unusual circumstances, as HCSO requires utilization of ODM's OfficerTRAK as the sole authorized supplier, making competitive bidding impractical.
This is a sole-source procurement with no competitive bidding process; therefore, there are no set-aside designations, disadvantaged enterprise restrictions, or competitive evaluation criteria. Off Duty Management, Inc. is the incumbent vendor and sole authorized supplier of the OfficerTRAK application, which is already newly implemented by the Hillsborough County Sheriff's Office and serves as the existing infrastructure and technology platform for managing all security requests and services. The procurement explicitly states that this notice of intent is not a request for competitive proposals or bids, and the County's collaboration with HCSO ensures that qualified law enforcement officers from the Sheriff's Office provide the required security services. The total estimated contract value is $6,014,012.67 over the five-year period, including the base amount and the 6% annual increases totaling approximately $679,691.67 in additional estimated costs. ODM's Terms and Conditions agreement establishes that the company maintains General Liability and Employer's Liability Insurance, offers 24/7/365 customer support, and may fulfill staffing requests with officers from neighboring backup agencies at higher rates with vendor approval, while vendors may prepay, place credit cards on file (subject to a 3.0% fee), or receive invoices due within thirty days.
Opportunity text
Hillsborough County intends to recommend the award of a special procurement to Off Duty Management, Inc. (ODM), for the use of OfficerTRAK application, a scheduling tool for off-duty law enforcement personnel for a five (5) year period at an estimated amount of $6,014,012.67. ODM's OfficerTRAK is a newly implemented software system by the Hillsborough County Sheriff's Office (HCSO), to manage security requests and services, such as security post locations, patrol areas, traffic control, incident response, and to manage and process payments. Hillsborough County is required to utilize ODM's OfficerTRAK software application for requesting security services of off-duty law enforcement personnel. The estimated amount is for the access to the application and rates of services performed by off-duty law enforcement personnel. This procurement is being made in accordance with Section 3-207 of the County's Procurement Policy, which pertains to unique and unusual circumstances that exist, making the application of all requirements of competitive sealed bidding or competitive sealed proposals impractical and impracticable due to the requirement of HCSO for Hillsborough County to utilize the sole authorized supplier of the ODM OfficerTRAK application. The Hillsborough County BOCC will utilize the OfficerTRAK application to partner with HCSO, an agency licensed and contracted with ODM to perform these services. This collaboration ensures that qualified law enforcement officers provide security services; including security vehicles, at County facilities and events effectively and is only reasonably available through ODM. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly. This notice of intent is not a request for competitive proposals/bids. Contractors who are able and interested in providing all the identified services must submit clear and convincing information to support a challenge to the intended award. Challenges to this procurement must be received no later than the specified Close Date of this Sole Source notice and must be submitted using the "submission" section in EUNA Procurement for this particular procurement. Absent any challenges, an award will likely be made after the Close Date. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists. Any such responses received by the deadline will be evaluated solely for the purpose of determining whether to conduct this procurement as a competitive solicitation.
