About this opportunity
The Maryland Department of Health, Office of the Deputy Secretary for Public Health Services is requesting proposals for public health leadership and change management training and technical assistance under IFB BPM057811, with bids due July 20, 2026 at 2:00 p.m. Eastern Time and questions due July 15, 2026 at 5:00 p.m. This is a fixed-price contract with no specified budget or not-to-exceed amount; vendors are encouraged to submit bids sufficient to cover all requested services.
The scope requires development and delivery of an eight-hour in-person workshop in Baltimore, Maryland for approximately 35 senior leaders from state and local health departments, covering change management principles, stakeholder engagement, communication planning, and action planning. The contractor must provide post-workshop evaluation, six hours of office hours (deliverable virtually or in-person based on participant preference), and twelve hours of individualized coaching and technical assistance across all participants. MDH will provide meeting space, audiovisual equipment, and materials; the contractor bears all other costs including travel, curriculum development, and facilitation.
Four mandatory minimum qualifications each require ten years of documented experience: providing training and technical assistance to state governmental public health agencies; designing and facilitating leadership development and change management programs for governmental public health leaders; providing organizational development and capacity-building services to governmental public health agencies; and supporting state and local governmental public health organizations in addressing complex organizational challenges and systems-level change. Bidders must independently demonstrate all four qualifications through their own organizational experience; experience from subcontractors, key personnel, or named project staff cannot be combined. Federal agency experience does not satisfy state-specific requirements. Cumulative experience from separate qualifying engagements may be combined to establish the ten-year threshold.
Performance occurs August 2026 through January 2027, with the in-person workshop date determined based on participant availability. The contract contains federal funding from the Department of Health & Human Services / Centers for Disease Control and Prevention (CFDA 93.967) and is contingent upon federal funding availability. Bidders must submit a conflict of interest affidavit, bidder information sheet, and references from customers for comparable services.
