About this file

This file is a Question and Answer (QA) document for a public health leadership training contract opportunity issued by the Maryland Department of Health (MDH), Office of the Deputy Secretary for Public Health Services. MDH is seeking a vendor to develop and deliver a leadership and change management workshop consisting of an eight-hour in-person training session for approximately 35 participants, along with post-workshop evaluation and technical assistance. The performance period runs from August 2026 through January 2027, with the in-person workshop date to be determined based on participant preference and availability. The QA document clarifies that bidders must independently demonstrate all four minimum qualifications requirements through their own organizational experience; experience from proposed key personnel, subcontractors, or named project personnel cannot be combined to satisfy the qualifications.

The four mandatory minimum qualifications require bidders to demonstrate ten years of experience in each of the following areas: providing training and technical assistance to state governmental public health agency leadership; designing and facilitating leadership development and change management training programs for leaders in governmental public health organizations; providing organizational development, capacity-building, and technical assistance services to governmental public health agencies; and supporting state and local governmental public health organizations in addressing complex organizational challenges, strategic initiatives, workforce development efforts, and systems-level change. Experience with federal agencies such as the FDA or HHS does not satisfy the state-specific requirements. Cumulative experience from separate qualifying engagements may be combined to establish the required ten years, and overlapping engagements may be presented collectively as evidence of continuous organizational capability. Experience delivering services to health departments, health offices, or governmental health personnel through citywide or countywide leadership and management training contracts may be counted as qualifying governmental public health experience.

Section III.A states that all activities are anticipated to occur between August 2026 and January 2026. Please confirm whether the intended completion date is January 2027. The intended date is January 2027.

Does MDH require the bidder organization itself to possess all four categories of experience for the entire 10-year period, or may the bidder also document relevant experience held by proposed key personnel? Specifically, may we include more than five years of public-health governance and leadership experience held by our organizational leader, who served as a Maryland State Board Member and Officer for the Maryland Board of Professional Counselors and Therapists under MDH?

The bidder must meet the minimum qualifications and provide documentation of meeting minimum qualifications in the Bid.

The minimum qualifications are below:

●Ten years of experience providing training and technical assistance to state governmental public health agency leadership

● Ten years of experience designing and facilitating leadership development and change management training programs for leaders in governmental public health related organizations (must be governmental public health department and/or governmental agency directly related to health)

● Ten years of experience providing organizational development, capacity-building, and technical assistance services to governmental public health agencies (must be governemental public health department and/or governmental agency directly related to health)

● Ten years of experience supporting state and local governmental public health organizations in addressing complex organizational challenges, strategic initiatives, workforce development efforts, and systems-level change.

May we count the full period of its corporate performance for the FDA toward the minimum qualifications when our firm initially performed the work as the prime contractor and subsequently performed the work as a subcontractor?

Yes, this type of experience may be used to meet minimum qualifications to which it applies.

Are federal governmental health agencies acceptable for the first minimum qualification, which specifically references “state governmental public health agency leadership”? Our firm has more than 10 years of experience providing training, instructional design, course development, facilitation, project management, and related support to the FDA and five years of experience providing services to HHS.

No, bidders must meet all of the minimum qualifications.

Yes What is the anticipated date for the in-person workshop within the August 2026–January 2027 performance period? MDH is flexible on the date of the in-person training and should take into consideration participant preference and availability.
