About this file
This is a Questions & Answers document for a Maryland Department of Health (MDH) solicitation (BPM057811) seeking vendor services to develop and deliver public health leadership and change management training and technical assistance. The procurement requires an eight-hour in-person workshop for approximately 35 senior leadership employees across MDH and local health departments in Maryland, followed by post-workshop evaluation, office hours, and coaching services. The workshop participants will include individuals serving in senior leadership roles within state and local health departments. The submission deadline is Monday, July 20, 2026, at 2:00 p.m. Eastern Time. MDH will provide the meeting space, audiovisual equipment, and materials support, while the contractor is responsible for curriculum development, workshop facilitation, and all associated costs including travel.
The procurement will result in a fixed-price contract with no specified budget or not-to-exceed amount provided; vendors are encouraged to submit bids sufficient to develop and deliver the requested services. Minimum qualifications require ten years of direct experience with governmental public health agencies, including training and technical assistance provision to state governmental public health leadership, designing and facilitating leadership development and change management programs, providing organizational development and capacity-building services, and supporting organizations in addressing complex organizational challenges and systems-level change. The twelve hours of coaching and individualized technical assistance represents a total across all participants rather than per individual, and the six post-workshop office hours can be delivered virtually or in-person based on participant preference. MDH will share relevant needs assessments, organizational context, and prior training evaluations to inform workshop customization, with a high-level evaluation summary required at conclusion. All bidders must comply with Maryland state procurement regulations and register with the State of Maryland through businessexpress.maryland.gov, regardless of whether the contractor is based in or outside the state.

Questions Answer Could you provide additional information regarding the anticipated participant audience? For example, will participants primarily be local health officers, deputy health officers, program managers, supervisors, or a mix of leadership levels? Employees who serve in senior leadership roles across MDH and local health departments in Maryland The solicitation specifies a minimum of six post-workshop office hours and a minimum of twelve hours of coaching/individualized technical assistance. Could you please clarify whether the twelve hours of coaching represents the total level of effort to be provided across all participants, or whether those 12 hours are set aside for each of the 35 participants? MDH is open to proposals regarding this area, including a mixed delivery. Specifics should be tailored to participant preference.
Will MDH provide the meeting space and audiovisual equipment for the in-person workshop, or should those costs be included in the fixed-price proposal? MDH will provide the meeting space and audiovisual equipment But we’d like to know how specific the “health related” aspect is and if our references need to be only those organizations. For instance, we are currently working with the Social Security Administration and are delivering a leadership program that includes many elements in the scope of this procurement. Certain components are SSA are “health related” as they relate to Medicare, Disability, etc. But we weren’t sure if this was specific enough. In many instances, leadership and change management is very similar across industries, but we know in some instances there may be specific policies and laws that need to be incorporated and the specifics matter. If you could clarify for us if our experience in Leadership and Change Management with large, government organizations would be sufficient, that would be great.
