About this opportunity
The Ohio Department of Natural Resources (ODNR), Division of Oil & Gas, is seeking a maintenance contract for specialized laboratory equipment at the Cambridge Laboratory located at 325 North 7th Street in Cambridge, Ohio. The procurement specifically targets preventative and corrective maintenance services for Metrohm USA laboratory equipment, including an Automated Titration System and Ion Chromatography system. The contract will run from July 1, 2025, through June 30, 2026, with a critical requirement that the vendor must be explicitly authorized by Metrohm USA LLC to service and maintain the lab equipment. Key deliverables include an annual preventative maintenance visit, priority repair services, and comprehensive maintenance to ensure proper functioning of equipment used for analyzing samples related to mining and oil & gas operations. The solicitation requires vendors to submit a formal quote, copies of Terms & Conditions, and demonstrate full authorization from Metrohm to perform maintenance. The proposal due date is March 14, 2025, and submissions must be made according to the specified guidelines, with invoices to be submitted directly to Financial Shared Services using specific documentation requirements.
There are no explicit set-aside designations or restrictions on respondents beyond the mandatory authorization from Metrohm USA LLC. The contract does not specify a precise budget range or award value, though it emphasizes cost-effectiveness compared to ad-hoc repairs. No incumbent vendors are mentioned, and the procurement appears to be focused on ensuring continuous, manufacturer-authorized maintenance of critical laboratory equipment. The maintenance contract is crucial for protecting Ohio's natural resources by maintaining the analytical capabilities of the Cambridge Laboratory. Vendors must be prepared to submit detailed invoices with specific information, including the Origin-DNR-N51 designation, purchase order number, and complete itemization of services. The contract is valid only through June 30, 2026, after which a new purchase order would be required for continued services.

**SUPPLIER MUST BE AUTHORIZED BY METROHM USA LLC TO SERVICE AND MAINTAIN LAB EQUIPMENT** Cambridge Labs - Metrohm Equipment Maintenance Plan
- Purpose:
- The Cambridge Lab analyzes samples provided by the Division of Oil & Gas Resources Management & The Division of Mineral Resources Management. This contract will provide maintenance for FY2025 on the Automated Titration System & Ion Chromatography.
- Reasoning:
- The maintenance contract is needed to repair and maintain the existing Metrohm equipment and associated components at the Cambridge Laboratory used to perform analysis for mining and oil & gas operations. Analysis performed by the Cambridge Laboratory ensures the protection of natural resources and citizens within the State of Ohio. If the maintenance contract is not in place for these systems at the laboratory facility, the cost to repair the needed equipment includes time of travel, labor, and parts at a cost much higher than what is included in the maintenance contract. This maintenance contract is needed to keep the equipment in proper working order for the needed analysis. The maintenance contract also eliminates unneeded downtime for analysis due to priority listing with such maintenance contracts. If maintenance is performed by another vendor other than the manufacturer of the equipment, warranties can be voided and the maintenance may not be properly performed, leading to equipment failures and improper analysis.
- The Cambridge Laboratory has always maintained equipment with the use of maintenance contracts. The vendor who maintains the equipment has service engineers who are properly trained in the repair and maintenance of the equipment. Once a year, the service engineer performs a preventative maintenance visit to keep the equipment in proper working order. This preventative maintenance visit is included in our maintenance contract. The cost of the maintenance contract is more cost effective than performing the maintenance as needed. Laboratory personnel are not trained in the detailed maintenance of the equipment. Vendor must be authorized by Metrohm to perform all work on Metrohm lab equipment.
