About this file
This is a specifications document from the Ohio Department of Natural Resources (ODNR) for a maintenance contract for Metrohm laboratory equipment at the Cambridge Laboratory. The contract covers maintenance for an Automated Titration System and Ion Chromatography equipment for FY2025, running from July 1, 2025, through June 30, 2026. The services will be performed at the ODNR Environmental Lab in Cambridge, Ohio. The maintenance plan includes annual preventative maintenance visits and repairs as needed, with the contractor required to be authorized by Metrohm USA LLC to perform all work on the equipment.
The document emphasizes the cost-effectiveness of having a maintenance contract versus as-needed repairs, noting that without a contract, costs would be significantly higher due to travel time, labor, and parts. The contract helps maintain equipment warranties and ensures proper analysis for mining and oil & gas operations. All invoices must be submitted to Financial Shared Services (FSS) with specific requirements for invoice information, including the Origin-DNR-N51 designation and complete itemization of services. The document does not specify exact pricing terms or current contract values.

Cambridge Labs – Metrohm Equipment Maintenance Plan (4-Pages)
1. Purpose:
a. The Cambridge Lab analyzes samples provided by the Division of Oil & Gas Resources Management & The Division of Mineral Resources Management. This contract will provide maintenance for FY2025 on the Automated Titration System & Ion Chromatography.
2. Reasoning:
a. The maintenance contract is needed to repair and maintain the existing Metrohm equipment and associated components at the Cambridge Laboratory used to perform analysis for mining and oil & gas operations. Analysis performed by the Cambridge Laboratory ensures the protection of natural resources and citizens within the State of Ohio. If the maintenance contract is not in place for these systems at the laboratory facility, the cost to repair the needed equipment includes time of travel, labor, and parts at a cost much higher than what is included in the maintenance contract. This maintenance contract is needed to keep the equipment in proper working order for the needed analysis. The maintenance contract also eliminates unneeded downtime for analysis due to priority listing with such maintenance contracts. If maintenance is performed by another vendor other than the manufacturer of the equipment, warranties can be voided and the maintenance may not be properly performed, leading to equipment failures and improper analysis.
b. The Cambridge Laboratory has always maintained equipment with the use of maintenance contracts. The vendor who maintains the equipment has service engineers who are properly trained in the repair and maintenance of the equipment. Once a year, the service engineer performs a preventative maintenance visit to keep the equipment in proper working order. This preventative maintenance visit is included in our maintenance contract. The cost of the maintenance contract is more cost effective than performing the maintenance as needed. Laboratory personnel are not trained in the detailed maintenance of the equipment. Vendor must be authorized by Metrohm to perform all work on Metrohm lab equipment.
3. Requirements For Contract Award:
a. Vendor must be approved by Metrohm USA LLC to complete services on equipment
b. Vendor must bid on all items listed
c. Formal quote and copies of Terms & Conditions should be submitted with bid.
d. All specific Standard Terms & Conditions and Service Terms and Conditions will be reviewed by ODNR Legal Staff. Changes or redlines must be mutually agreed to in writing.
4. Location & Billing:

i. Services will be performed at Ohio Department of Natural Resources Environmental Lab located at:
325 North 7th Street Cambridge, OH 43725 740-439-5591
