About this opportunity

The City and County of San Francisco Office of Contract Administration is soliciting proposals on behalf of all City Departments for information technology commodities and services through its Technology Marketplace 3.0 Micro-LBE Set-Aside, with a pre-proposal conference on November 3, 2026. The solicitation is explicitly set aside for Micro-LBE entities certified by the San Francisco Contract Monitoring Division at the time proposals are due.

Proposers must hold Micro-LBE certification in a category matching the scope of work: Aggregate 1 (EQ108: Computer Hardware/Software/Peripheral Equipment), Aggregate 2 (GS027: Data Information Network Services), or Aggregate 3 (GS109: Computer System Services). Proposers must perform at least 25 percent of the contract work themselves. Micro-LBEs are not subject to LBE subcontracting requirements but should subcontract to other Micro-LBEs to the maximum extent possible. If fewer than two Micro-LBEs submit proposals, or if the awarding authority determines the contract would not be awarded at fair market price, all proposals may be rejected and the contract removed from the set-aside. A 1 percent neighborhood LBE rating bonus or 1.5 percent project zip code LBE rating bonus may apply on specified projects.

Scope covers equipment, hardware, and software applications, plus professional services including implementation, configuration, design, development, testing, system conversion and migration, cybersecurity monitoring, vulnerability assessments, penetration testing, network configuration, business intelligence report development, and website development. Submissions must include CMD LBE Forms, a completed Proposer Questionnaire and References, and evidence of valid CMD certification. Proposers must comply with prevailing wage, Health Care Accountability Ordinance, Minimum Compensation Ordinance, and First Source Hiring Program requirements where applicable. Freight on Board shipping must be built into offered unit costs.

The contract is indefinite quantity and as-needed with no guaranteed minimum purchase volume, and the City may buy from other suppliers at its discretion. Initial not-to-exceed value equals the Minimum Competitive Amount of $230,000 per contract award, subject to adjustment if that amount changes during the term. The City anticipates issuing over $90 million in purchase orders annually through the marketplace. The contract is non-exclusive, begins on a date set after the Notice of Intent to Award, and ends December 31, 2028. Individual City Departments fund their own purchases. The City may extend results for cooperative purchasing by other City departments and public entities.

Written questions are due November 10, 2026, at 1:00 p.m. Pacific Time, and proposals are due November 23, 2026, at 2:00 p.m. Pacific Time. The Pre-Proposal Conference runs November 3, 2026, at 11:00 a.m. Pacific Time via Microsoft Teams. The Notice of Intent to Award is anticipated December 7, 2026, or upon completion of evaluation, and proposers may protest within three business days of issuance. Contact Jonathan Jew at 628/652-1615 or jonathan.jew@sfgov.org.
