About this opportunity

The City of St. Petersburg, Florida is requesting qualifications from Architectural/Engineering firms to provide engineering design services for the Oberly and Washington Terrace Improvements project (Project No. 26005-130), with responses due August 6, 2026 at 3:00 p.m. via the OpenGov Procurement portal. The solicitation follows the Consultants' Competitive Negotiation Act (CCNA) process, whereby the City will shortlist not fewer than three qualified respondents based on written Statement of Qualifications evaluations, conduct interviews with oral presentations, and rank respondents on combined scores before negotiating with the highest-ranked firm(s) subject to City Council approval.

The scope encompasses comprehensive design services for two potable water pump stations—Oberly (64 million gallons per day capacity) and Washington Terrace (30 million gallons per day capacity)—including rehabilitation of storage tanks, pumps, valves, and yard piping. Deliverables span a Basis of Design Report incorporating resiliency concepts; 60% and 90% design documents with regulatory pre-applications and permit applications; finalized design documents; and construction phase services including shop drawing review and record drawings. The Construction Manager at Risk delivery method will execute construction.

Proposers must demonstrate relevant experience through five reference projects completed within the past ten years, each with construction values exceeding ten million dollars and at least one exceeding twenty million dollars, demonstrating electrical and SCADA capabilities. The proposed project manager and substitute project manager must each possess a minimum of ten years of applicable experience and remain assigned throughout the contract term without replacement without City approval. All submissions must be compatible with AutoCAD Civil 3D 2024, ESRI ArcMap 10.8, and ESRI ArcPro Version 3.0. Personnel with regular access to Water Department facilities must satisfy criminal background check requirements under Florida Statute Section 373.6055.

Evaluation criteria on a 100-point scale are Qualifications and Experience of Firm and Staff (65 points), Project Approach (25 points), and Business Enterprise Program Outreach and Utilization (10 points). The Subcontractor Utilization Plan establishes voluntary participation goals for SBE, MBE, and WBE enterprises; proposers are not required to meet minimum participation thresholds and will not be deemed non-responsive for zero participation in any category.

The estimated A/E budget is three million two hundred eighty-four thousand dollars, funded through a Water Resources Development Grant. Questions are due July 21, 2026. The selected firm must maintain Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Commercial Automobile Liability ($1,000,000), and Errors and Omissions/Professional Liability ($1,000,000 per occurrence) insurance. Compensation is on a not-to-exceed basis with all out-of-pocket expenses included within the fixed fee. The City retains sole ownership of all deliverables and intellectual property rights and may terminate for convenience with fifteen days' notice.
