About this file
This is a Subcontractor Utilization Plan form for the City of St. Petersburg, Florida, related to the Oberly and Washington Terrace Improvements project (Project No. 26005-130). The project seeks qualified Architectural/Engineering firms to provide engineering design services for improvements located in St. Petersburg. The form requires proposers to document their intent and efforts to engage small business enterprises (SBEs), women business enterprises (WBEs), veteran-owned businesses, and minority business enterprises (MBEs) in the Tampa Bay Region, including specific strategies for outreach, education, mentorship, and process improvements to reduce barriers to participation by these business categories.
The Subcontractor Utilization Plan establishes voluntary participation goals for small, veteran, minority, and women-owned business enterprises, with proposers responsible for determining anticipated percentages of contract amounts and identifying specific subcontractors within each category. The City of St. Petersburg encourages proactive engagement with diverse business enterprises but does not establish minimum participation requirements as a condition for contract award. Proposers will not be deemed non-responsive for submitting a plan with zero participation in any of the identified business categories. The form serves as a planning document enabling the City to track diversity commitments while allowing flexibility in subcontractor selection based on project-specific needs and market availability.
