About this opportunity
Nebo School District is requesting proposals for testing and specialized inspection services of construction materials for various district construction projects throughout Utah County, with proposals due August 11, 2026 at 2:00 p.m. through the Bonfire portal.
The scope encompasses soil sampling and proctor tests, nuclear density testing, asphaltic concrete coring and testing, concrete slump and compressive strength testing, masonry compression testing, structural steel welding inspections, and bolt and rebar inspections. All services must comply with contract documents, International Building Codes, and ASTM E29 standards. Vendors must submit comprehensive testing plans, deliver verbal results to on-site representatives immediately, and provide typed monthly reports by the fifth of each month. Vendors must have been in business for a minimum of five years and hold current State of Utah Contractors Licenses and proof of liability and workers compensation insurance.
The District intends to award contracts to one or more qualified vendors based on best value determination. The contract term is guaranteed for one year with potential continuation for up to five additional years. Pricing must be quoted on a per-test or per-inspection basis and remain valid for one year; all ancillary costs including reports, printing, and postage must be included in quoted test prices. Price increases in subsequent years require justification and approval at least thirty days before implementation.
Evaluation occurs in three stages: Stage One (70 points) assesses company history and profile (25 points), technical capability and expertise (30 points), and references (15 points), with a minimum threshold of 80 percent required to advance to Stage Two; Stage Two conducts technical proposal evaluation; Stage Three evaluates cost (30 points). Vendors must submit a bid bond of 5 percent of the total bid amount if the proposal exceeds $50,000 and a performance bond equal to 100 percent of the contract price upon award. All questions and submissions must be made through the Bonfire system only; responses remain secure until the solicitation deadline and may be modified anytime prior to closure.
