About this opportunity
The City of Holladay is requesting proposals from landscape architectural consultants to serve as project manager for the design of Spring Lane Park, a 12.2-acre public park on the former Spring Lane Elementary School site, with proposals due September 8, 2026 at 5:00 p.m. and questions due September 3, 2026 at 12:00 p.m. No pre-bid conference is scheduled.
The scope encompasses site plan refinement, preliminary and final design plans, landscape design with native and drought-tolerant plantings, pathways, dog park, plaza (approximately 13,000 square feet inspired by the former school facade), parking lot with stormwater management, and approximately one mile of walking trails. The consultant team must include a landscape architect and electrical engineer. The landscape architect will prepare bid documents and manage design-build procurement for three separate packages: pickleball courts (post-tension concrete, no site lighting), playground with pour-in-place rubber surfacing, and pavilion (minimum 50-person capacity), restroom, and storage structures. The City's civil engineering team will independently design flatwork, parking lot layouts, drainage, and civil grading in-house. Additional amenities include site furnishings, security lighting (parking lot and plaza only), shade sails, an all-ages playground (approximately 14,500 square feet), a maintenance structure with public restroom, an existing Hunter ICC2 irrigation controller to be relocated and reused with new lateral lines, and adaptive reuse of three existing truss bridge structures as decorative planters. The design must comply with ADA accessibility requirements, ASTM standards, USA Pickleball Association specifications, and City of Holladay municipal codes. The total construction budget is between $6 million and $8 million, with design-build packages allocated $2 million to $3 million across the three contracts.
Evaluation criteria are weighted: Relevant Project and Team Experience (40%), Work Approach (25%), Project Vision (25%), and Fee (10%). Consultants must submit time-and-materials cost-plus-maximum fees with detailed labor hour and billing rate breakdowns for each task, remaining firm throughout the contract term. Submissions are limited to ten 8.5" by 11" pages plus cover forms and resumes. The successful consultant will execute an EJCDC E-520 Short Form of Agreement and sign a License and Indemnification Agreement with MHTN Architects. Contract award is anticipated for September 2026, with preliminary design completion targeted for December 2026, final design for January 2027, and bidding in February 2027. All work products become the property of the City upon payment. Proposals must be submitted electronically as PDF to jbunch@holladayUT.gov with a 1GB single-file upload limit.
