About this opportunity

Central Utah 911 is soliciting proposals from qualified electrical contractors under NS27-135 to reuse, relocate, and extend existing dispatch floor power for 30 new console positions, with written questions due November 17, 2026 and signed PDF proposals due November 30, 2026 at 5:00 p.m. MT. A mandatory pre-proposal site visit at 3047 N 400 W, Spanish Fork, Utah must be arranged with Roy Evans by email within a November 9–17, 2026 window. All proposals must first meet mandatory compliance requirements, including site visit attendance and acknowledgment of any issued addenda.

Contractors will inventory and document approximately 22 existing power feeds, determine which can be reused or extended, and install new circuits and receptacles as needed to provide one UPS-backed and two generator-backed receptacles at each console position. The scope also adds wall-mounted power in the Live Training room. The dispatch floor will be vacant during construction, but temporary dispatch operations and other building systems must remain protected and operational. The selected contractor must obtain permits and inspections, maintain licensing and insurance, comply with electrical and building codes, and deliver updated panel and circuit schedules by console position, as-built drawings, inspection records, and warranty information at closeout. Warranty coverage must run at least 12 months from written final acceptance.

Proposals require an itemized base quote separating labor, materials, permits, testing, labeling, and closeout costs, with quantities, allowances, and exclusions stated. The base price remains valid for 60 calendar days after the submission deadline.

Evaluation uses five weighted criteria totaling 100 points: total proposed cost (30), project schedule and completion timeline (25), technical approach and scope completeness (25), relevant experience and references (15), and warranty and post-installation support (5). Cost scoring awards maximum points to the lowest evaluated price, with other proposals scored proportionally. Non-cost criteria use a zero-to-five scale. The highest-scoring eligible proposal based on best overall value will be recommended, subject to verification of qualifications, available funding, and execution of a satisfactory contract. The lowest-priced proposal will not necessarily receive the award.

Written answers to questions will be issued by November 19, 2026. Selection is anticipated December 10, 2026, with the work window scheduled for January 4 through January 15, 2027. Central Utah 911 issues this solicitation directly, not through the Division of Purchasing, and award results will not be posted on the public portal; bidders must contact the designated office for award information.
