About this opportunity

The City of Green River, Utah is soliciting Statements of Qualifications from engineering firms with demonstrated railroad crossing experience for NS27-133, a diagnostic review and preliminary engineering assignment at the Airport Road at-grade crossing, with questions due November 3, 2026 at 4:00 p.m. MST. Qualifications are due November 10, 2026 at 4:00 p.m. MST through U3P-Bonfire. Railroad crossing and Union Pacific Railroad (UPRR) experience carries the largest evaluation weight at 40 points.

The scope covers a diagnostic review under Utah Administrative Code R930-5 and preliminary engineering at approximately 30% design. Deliverables must identify recommended safety treatments, right-of-way needs, utility conflicts, and environmental considerations. The crossing (USDOT #255341Y, operated by UPRR) is the sole roadway access to Green River Municipal Airport and adjacent industrial uses. It carries approximately 152 vehicles per day, 41 percent of them trucks, and about five through trains daily at 30–60 mph. Remaining evaluation points are allocated to project approach (25), ability to deliver within the compressed timeline (20), and key personnel qualifications (15). SOQs must contain no cost or pricing information.

The Phase 1 budget is not to exceed $55,000, funded through the UDOT Railroad Crossing Safety Grant Program under Utah Code 72-2-131. Allocations are $10,000 for the diagnostic evaluation, $25,000 for preliminary engineering, and $20,000 for UPRR coordination and pass-through costs. UPRR pass-through costs are reimbursable at actual cost without consultant markup. Combined consultant fees and pass-through costs cannot exceed $55,000 without written City authorization. Fees will be negotiated with the top-ranked firm under qualifications-based selection per Utah Code 63G-6a-15. Subsequent construction phases are budgeted at $495,000 within a $550,000 total project budget. The contract term runs through May 31, 2027, with no renewal options. Selection is anticipated November 17, 2026, with a Notice to Proceed on December 1, 2026. Preliminary engineering deliverables are due May 31, 2027, ahead of the July 31, 2027 grant expiration. The City, not the Division of Purchasing, is the issuing and conducting office, and award information must be requested from the designated City contact.
