About this file
This is a grant application attachment and engineering solicitation document for the City of Green River, Utah, involving a railroad crossing safety improvement project at the Airport Road at-grade crossing (USDOT #255341Y) operated by Union Pacific Railroad. The City is soliciting Statements of Qualifications from rail-experienced engineering firms to provide diagnostic review and preliminary engineering services for the crossing. The solicitation, designated NS27-133, requires electronic submission through U3P-Bonfire by November 10, 2026, at 4:00 p.m. MST, with technical questions due by November 3, 2026, at 4:00 p.m. MST. The project addresses safety concerns at a crossing that currently serves as the sole roadway access to the Green River Municipal Airport and industrial facilities, with existing annual average daily traffic of 152 vehicles (41 percent truck traffic) and approximately five daily through trains operating at speeds of 30 to 60 mph. Phase 1 activities include engineering and diagnostic services budgeted at $55,000.
The City is seeking funding through the FY-2027 UDOT Railroad Crossing Safety Grant program. Phase 1 costs include railroad diagnostic evaluation ($10,000), preliminary engineering and design ($25,000), and railroad coordination and preliminary engineering agreement ($20,000). Subsequent phases (2-4) are budgeted at $495,000 for construction and administration, including concrete panel rehabilitation ($90,000), approach paving and grading ($35,000), LED crossing lighting system ($35,000), electrical service and trenching ($25,000), and a future-ready flashing light signal system ($180,000 combined). The total project budget spans $550,000 across all phases. The crossing currently lacks illumination, has deteriorated pavement markings and stop bars, and minimal concrete panel damage. Proposed improvements include thermoplastic markings, LED lighting, passive warning signage, reflective delineators, and preparation for active warning devices to accommodate anticipated increased industrial and airport traffic.

Attachment A — Airport Road Railroad Crossing
Overview and Attachments Contents The City of Green River is evaluating safety improvements at the Airport Road at-grade railroad crossing (USDOT #255341Y, UPRR milepost 0554.920, Green River Subdivision, Rocky Mountain Division). The crossing provides the sole roadway access connecting the City to the Green River Municipal Airport, the AirBuild aviation manufacturing facility, and nearby agricultural uses. Development east of the rail line is expected to increase industrial and heavy-truck traffic.
Existing Conditions
• AADT (2025): 152 vehicles
• Truck traffic: approximately 41 percent
• Train operations: approximately 5 daily through trains, including nighttime operations
• Train speeds: 30 to 60 mph
• Pavement markings faded and stop bars deteriorated
• No crossing illumination (commercial power is available at the location)
• Minimal pedestrian activity
• No crashes documented in the last five years
Safety Concern The crossing is transitioning from a rural, low-volume facility to a critical industrial and airport access corridor. Increased heavy-vehicle traffic and nighttime train movements create growing exposure risk.

Image description (text equivalent, screen-reader readable)
A labeled aerial satellite image centered on the City of Green River, Utah. The Union Pacific mainline runs east-to-west across the top third of the image, passing through the developed area. The Airport Road at-grade crossing (USDOT #255341Y) is marked with a red railroad crossing symbol on the east side of the city, just north of Interstate 70, with a labeled callout. Airport Road departs the crossing to the south-southwest and runs several miles across open high-desert terrain to the Green River Municipal Airport, labeled with a small aircraft icon at the lower-left. Center-pivot agricultural circles sit north of the rail line;
the Green River winds through the right side of the image. Interstate 70 crosses the lower half east-to-west with Exits 157, 160, and 164 labeled; US Route 6 is signed in the far west. The AirBuild aviation manufacturing site, marked by a stylized horse graphic, lies between the crossing and I-70. A text box in the upper-left reads: 'Traffic will increase due to industrial expansion and airport development. Trucks are currently 41% at this crossing.' A note at lower center reads: 'Airport Road provides the only industrial and aviation access south of the UPRR mainline.' A footer identifies the exhibit as 'City of Green River, Utah — Airport Rd. Rail Crossing Safety Improvements — FY-2027 UDOT Railroad Crossing Safety Grant.'
Figure 4b — Close-up Crossing Context Map: Airport Road Railroad Crossing (USDOT #255341Y) City of Green River, Utah. FY-2027 UDOT Railroad Crossing Safety Grant.
A close-up labeled aerial image of the Airport Road at-grade railroad crossing on the east side of the City of Green River. The Union Pacific mainline runs diagonally from upper-left to lower-right. The crossing itself is marked with a red railroad crossing symbol at the intersection of Airport Road and the rail line, immediately south of Green River Avenue. A callout identifies the crossing by name and number and notes it is a passive crossing with no illumination. A text box to the left reads: 'Union Pacific mainline. 5 daily through trains. 30 to 60 mph. Day and night operation.' An inset in the lower-left shows a tighter street-level view of the physical crossing with Airport Road and Green River Avenue labeled and the crossing circled in red. South and east of the crossing a large area is shaded brown to indicate the developable industrial parcels accessed by Airport Road, bounded by Silliman Lane, East 535 South Street, and Green River Avenue. Two stylized white horse graphics occupy the shaded area representing planned equestrian or agricultural uses. In the southeast corner of the shaded area, the AirBuild aviation manufacturing facility appears as a cluster of rectangular buildings with the AirBuild logo. Interstate 70 passes along the lower-left edge, the Green River runs along the right, and the Browns Wash drainage is labeled in the lower-right. The footer identifies the exhibit as 'City of Green River, Utah — Airport Rd. Rail Crossing Safety Improvements — FY-2027 UDOT Railroad Crossing Safety Grant.'
