1. Introduction and Background The City of Green River, Utah (the "City") is soliciting Statements of Qualifications (SOQs) from qualified engineering firms with demonstrated railroad crossing experience to provide professional services for a railroad crossing diagnostic review and preliminary engineering (PE) at the Airport Road at-grade crossing. The project is funded by the Utah Department of Transportation (UDOT) Railroad Crossing Safety Grant Program under Utah Code §72-2-131 and will require close coordination with Union Pacific Railroad (UPRR), the operating railroad authority.
The City has been awarded $55,000 through the FY 2027 UDOT Railroad Crossing Safety Grant Program to complete Phase 1 (Diagnostic Review and Preliminary Engineering) of a planned multi-phase safety improvement project. The UDOT grant agreement was fully executed on August 18, 2026, and all work under the agreement must be completed by July 31, 2027. The total future-phase construction budget is estimated at $495,000 and will be the subject of subsequent grant applications (UDOT Section 130, state Railroad Crossing Safety construction, and/or federal Railroad Crossing Elimination funding).
Green River is a rural city of approximately 847 residents located along the Union Pacific mainline and Interstate 70. The Airport Road at-grade crossing (USDOT #255341Y; UPRR
Milepost 0554.920, Green River Subdivision, Rocky Mountain Division) provides the sole roadway access connecting the City to the Green River Municipal Airport, a newly established aviation manufacturing facility operated by AirBuild, and adjacent agricultural uses south of the UPRR mainline. Development east of the rail line is expected to generate sustained increases in industrial and heavy-truck traffic. The crossing is transitioning from a low-volume rural facility to a critical industrial and airport access corridor, warranting a proactive safety investment prior to realization of those traffic increases.
Existing crossing conditions include faded pavement markings and stop bars, minor deterioration of concrete crossing panels, and the absence of crossing illumination despite available commercial power. Approximately five through trains operate daily at speeds of 30–60 mph, including nighttime operations. Current AADT is approximately 152 vehicles per day, including approximately 41 percent truck traffic. No crashes have been documented within the past five years.
2. Project Objectives
· Complete a UDOT/UPRR Diagnostic Review of the Airport Road at-grade crossing in accordance with Utah Admin Code R930-5.
· Deliver Preliminary Engineering (approximately 30% design) that identifies recommended safety treatments, right-of-way needs, utility conflicts, and environmental considerations.
· Position the City for a follow-on construction-phase funding application through UDOT Section 130, the State Railroad Crossing Safety Program, and/or the federal Railroad Crossing Elimination (RCE) program.
· Ensure full compliance with all UDOT Grant Agreement requirements, Utah Admin Code R930-5, and all applicable UPRR Public Projects standards and submittal procedures.
· Deliver all work in a compressed timeframe that preserves adequate buffer against the July 31, 2027 grant expiration.
3. Scope of Services The selected consultant will provide day-to-day project management and technical services under City oversight. Anticipated services include, but are not limited to:
3.1 Project Initiation and Coordination
· Prepare a detailed project work plan and schedule for City concurrence.

· Facilitate and document the on-site review covering sight distance, train operations, roadway geometry, warning devices, pedestrian/bike considerations, and potential treatments.
· Prepare the written diagnostic report, including recommended improvements, responsible parties, and action items, and obtain UPRR concurrence on the rail-side scope.
3.4 Alternatives Development
· Develop conceptual improvement alternatives (e.g., active warning devices, signal interconnection, crossing surface upgrades, illumination, channelization, closure of nearby crossings).
· Evaluate feasibility, safety benefits, planning-level costs, and constraints for each alternative.
· Coordinate alternatives iteratively with UPRR Signal Group and UDOT Rail Division.
3.5 Preliminary Engineering (~30%)
· Survey and base mapping (as needed).
· Conceptual design to approximately 30% including layout, signal/circuitry concept, surface design, and illumination.

· Recommended next steps and construction-phase funding strategy.
· Support for City preparation of UDOT quarterly progress reports (§14 of the Grant Agreement) and the Final Performance Report (§15).
· Grant closeout documentation package.
4. Roles and Responsibilities The City will retain ownership of the project and will provide policy direction, grant administration, fiscal oversight, and final approval of all project activities and deliverables, including review and approval of consultant invoices. The City will execute the UPRR Preliminary Engineering Agreement and advance the required deposit. The selected consultant will provide day-to-day project management and technical services as described in Section 3. The UDOT Rail Division will provide program oversight, diagnostic coordination, and review at key milestones. Union Pacific Railroad will provide rail-side review and approvals through its Public Projects group.
5. Anticipated Project Schedule The project must be completed well in advance of the UDOT Grant Agreement expiration of July 31, 2027. All PE deliverables, final invoices, and closeout documentation shall be submitted to the City no later than May 31, 2027, to allow adequate City and UDOT closeout time. The selected consultant will refine the schedule in coordination with the City, UDOT, and UPRR.
