About this opportunity
South Valley Sanctuary is requesting bids on landscaping and playground upgrades at its facility in West Jordan, Utah, with bids due November 12, 2026, by 5:00 PM through U3P and a mandatory pre-bid virtual conference on October 29, 2026, at 12:00 PM. Attendance at the mandatory pre-bid meeting is required for bid eligibility. This is a federally funded Community Development Block Grant project subject to Davis-Bacon prevailing wage requirements and Disadvantaged Business and Resident (DBRA) compliance provisions.
The scope includes nine required base bid items: two shade structures (11 ft × 14 ft 8 in awning or shade sail and 45 ft × 20 ft playground structure); extension of the Children's Learning Center patio deck with artificial turf or decking; playground perimeter expansion; installation of rubber mulch safety surfacing in a 52 ft × 60 ft enclosed area; replacement of a two-swing set; removal of an existing PVC gazebo; asphalt bike path extension; and replacement of approximately 2,835 square feet of grass with rock landscaping. Contractors must provide complete pricing for labor, materials, equipment, installation, removal, and permit costs, with separate pricing for two alternative options and two optional items (interactive play equipment and concrete bike rack pad). All improved spaces must meet ADA accessibility and usability requirements for people with disabilities and mobility limitations. The project incorporates xeriscaping for water conservation.
Contractors must hold proper Utah state licensing, maintain a Unique Entity Identifier registered in SAM.gov, and carry appropriate insurance. Site access is restricted; contractors must observe strict confidentiality protocols, coordinate all access through facility staff, and are prohibited from photographing or interacting with residents. Work must be completed by December 31, 2026, with construction anticipated in November. The deadline for questions is November 3, 2026, at 5:00 PM. An optional coordinated site walkthrough is offered November 2, 2026. Bid opening is scheduled November 13, 2026, at 2:00 PM, with estimated contractor selection by November 17, 2026. Awards will be made to the lowest responsive and responsible bidder.
