About this opportunity
Provo River Water Users Association is requesting statements of qualifications for construction of a 69-inch siphon rehabilitation project under RFSQ NS27-104, with prequalification statements due September 8, 2026 at 4:00 p.m. local time; this is a prequalification-only solicitation, and only prequalified contractors will be eligible to submit bids on the full project.
Scope includes siphon relining with 100% solids epoxy coating (Tnemec 431 Perma-Shield PL), installation of two cathodic protection test stations, and vault improvements including steel piping modifications, ladder replacements, and exposed piping coatings. The project requires surface preparation and application of Modified Polyamine Ceramic Epoxy with 40–50 mil dry film thickness over near-white blast-cleaned surfaces with 3.0 mil angular anchor profile. Extensive quality assurance and testing are mandatory, including welder qualifications per AWS D1.1 and AWWA C206, nondestructive testing via radiographic and magnetic particle inspection, high-voltage spark holiday testing, and hydrostatic pressure testing. Environmental controls mandate dehumidification to maintain dew point 17 degrees Fahrenheit below metal surface temperature and minimum one air exchange per hour during blasting and application. A two-year warranty from both contractor and manufacturer is required. All coatings must be supplied by Tnemec; product substitutions are prohibited without engineer approval.
Minimum qualifications require ten years in business, prior experience relining at least two pipelines 48-inch diameter or larger (minimum 250 linear feet each), 100% solids epoxy and ventilation system experience, current Utah contractor license (classification E100), and minimum $1 million bonding capacity. Key personnel (Project Manager and Project Superintendent) must each have ten years' construction experience and prior experience managing coating or lining rehabilitation projects. Contractors must demonstrate an experience modification rate of 1.1 or better and provide three positive references.
The estimated construction cost is approximately $720,000. Construction is scheduled to commence December 7, 2026 and conclude March 15, 2027. An onsite pre-bid meeting is scheduled for September 22, 2026, with project bids due September 29, 2026. Questions are due by September 7, 2026 at 4:00 p.m. Bowen Collins and Associates serves as engineer; direct inquiries to regbert@bowencollins.co or Project Manager Polo Su'a-Filo at sfs@prwua.org.
