About this opportunity

Johnson Water Improvement District is requesting statements of qualifications for contractor pre-qualification on the East System Improvements Project — Tank Phase, a water infrastructure construction project, with submissions due June 24, 2026 at 10:00 a.m. This is a pre-qualification phase; selected contractors will later be invited to bid on cost, with award to the lowest responsible, responsive bidder.

The scope is construction of a 200,000-gallon concrete tank with a valve/meter bunker containing inlet, outlet, and overflow valves, meters, and piping, plus 6" to 10" diameter exterior piping spanning approximately 350 feet. The contract term is 120 calendar days with potential winter shutdown options; construction is anticipated to commence as early as contractor mobilization and must be completed by October 1, 2027, pending weather and materials availability. Place of performance is Roosevelt, Utah (Duchesne County). The project is funded through the Community Impact Board.

Pre-qualification evaluation uses a 100-point scoring system: company history and bonding status (20 points), relevant experience, local presence, and qualifications (30 points), workforce and availability (30 points), and references (20 points). Contractors must be licensed to conduct business in Utah and demonstrate minimum bonding capacity exceeding $1 million per project and $5 million in aggregate. Proposals must not exceed 12 pages (excluding cover and appendix) and should address contractor introduction, bonding status, relevant experience, workforce availability and schedule, and references.

Sunrise Engineering is the issuing office for bidding documents. Six copies of qualifications statements must be submitted to Johnson Water Office, 3748 W UT-87, Roosevelt, UT 84066. Written questions are due by 5:00 p.m. on June 19, 2026, directed to Sherry Taylor (sherry.taylor@sunrise-eng.com) or Kurtis Shawcroft (kshawcroft@sunrise-eng.com) through the U3P-Bonfire platform. A pre-bid meeting for pre-qualified contractors is anticipated for mid-July 2026.
