About this opportunity
Dallas Area Rapid Transit (DART) is soliciting sealed bids from qualified firms to supply packaged oils for its non-revenue vehicle fleet, with delivery to DART's Non-Revenue Vehicle Shop located at 1200 East Jefferson Boulevard, Dallas, Texas 75208. The procurement covers six distinct lubricant products in a blanket purchase order format, including 0W-20 Dexos Full Synthetic (600 gallons), 5W-30 Dexos Full Synthetic (600 gallons), 5W-20 Synthetic Blend Engine Oil (600 gallons), 10W-30 SM Engine Oil (200 gallons), 5W-30 SN Engine Lubricating Oil (200 gallons), and 15W-40 GL-5 Gear Oil (200 gallons), with all products required to conform to rigorous API, ASTM, SAE, and manufacturer-specific certifications. Qualified contractors must demonstrate a minimum of three years of transit experience with the proposed oils in temperature ranges from -15 to 115 degrees Fahrenheit consistent with Dallas area conditions, provide current API license numbers prior to contract award, and submit three one-pint samples of proposed oils for compliance verification. Key contractual requirements include delivery within three business days of order placement, provision of shipping manifests documenting quantities and delivery locations with each shipment, monthly invoicing with detailed product and delivery information, and acceptance that DART reserves the right to periodically test products for specification compliance with non-compliant materials returned at the contractor's expense. The award will be made to the lowest responsive bid meeting all specification requirements, with all bids required to include fully completed and signed solicitation documents, supporting documentation, and pricing schedules. The bid due date is May 6, 2026, with Bonfire registration required to submit proposals. Payment terms are Net 30, with invoices submitted in triplicate to APInvoices@dart.org, and time and rate of delivery are considered essential terms, with seller failure to meet specified delivery schedules constituting grounds for rejection and default termination.
The solicitation documentation does not identify any specific set-aside designations, disadvantaged enterprise restrictions, or preferences limiting bidder eligibility; however, all vendors must comply with equal opportunity provisions, conflict of interest certifications, and verification requirements including confirmation that the seller does not boycott Israel and is not identified on the Texas Comptroller's list of companies contracting with foreign terrorist organizations. No incumbent vendors or current contractors are identified in the available procurement documents. The contract is governed by Dallas Area Rapid Transit Authority's Terms and Conditions and Texas law with venue in Dallas County, Texas. All quoted prices must be inclusive of all costs associated with procurement and delivery, including supervision, labor, equipment, materials, vehicle licensing, warehousing, freight, and financing charges, with no price adjustments permitted unless specifically provided in additional purchase order provisions. The specific total contract value or budget range is not disclosed in the available solicitation documents, though the estimated quantities for six product lines suggest a moderate-sized procurement for fleet maintenance supplies.
