About this file

This is a Statement of Work (SOW) document for Dallas Area Rapid Transit (DART) outlining specifications for the procurement and delivery of packaged oils for the agency's non-revenue vehicle fleet. DART is seeking to procure five distinct oil products: SAE 5W-30 SN engine oil for gasoline engines, SAE 5W-20 SN engine oil for gasoline engines, 10W-30 engine oil for diesel engines, 15W-40 CI-4 Plus diesel engine oil, 0W-20 Dexos full synthetic oil, and 5W-30 Dexos full synthetic oil. The SOW specifies that all products shall conform to rigorous technical standards including API, ASTM, SAE, and manufacturer-specific certifications. Deliveries are to be made to DART's Non-Revenue Vehicle Shop located at 1200 East Jefferson Boulevard, Dallas, Texas 75208. The contractor is required to deliver products within three business days of order placement and must provide shipping manifests with each delivery documenting the amount and location of products delivered.

Contractors must provide current API license numbers prior to contract award and submit three one-pint samples of proposed oils for compliance verification. Products must demonstrate a minimum of three years transit experience in temperatures ranging from -15 to 115 degrees Fahrenheit consistent with Dallas area conditions. DART reserves the right to periodically test engine oils for specification compliance, with non-compliant products returned at the contractor's expense. Invoicing shall occur monthly with detailed information including delivery location, units delivered, unit and extended pricing, product name, and DART employee signature confirming acceptable delivery. All products delivered in bulk must be clearly marked with the manufacturer's product name and product number, with unmarked barrels subject to rejection. The contract is effective July 9, 2025, and payment terms are Net 30, with invoices to be submitted to APInvoices@dart.org in triplicate.
