About this opportunity

MMCAP Infuse, a governmental cooperative serving state and local government facilities, is conducting a Request for Proposals (RFP) for Institutional Pharmacy Services (IPS). The procurement targets comprehensive pharmacy services for various government facilities, including correctional facilities, psychiatric treatment facilities, student health services, public health services, nursing homes, and public hospitals. The RFP seeks vendors to provide order fulfillment, delivery, and ancillary services such as after-hours backup pharmacy, medication vouchers, and specialty medication sourcing. Proposals will be evaluated based on narrative responses (60%), administrative fee reporting (10%), and cost proposal (30%), with the original due date set for March 25, 2022, at 2 p.m. Central Time. MMCAP Infuse anticipates entering into two-year agreements with an option to extend for three additional years, and reserves the right to award to a single or multiple vendors. The current IPS program has been operating since 2012, dispensing over $9 million of medications monthly to approximately 200 locations across the United States.

The procurement includes preferences for Minnesota-based small businesses owned by minorities, women, veterans, and individuals with physical disabilities. Vendors must use their own acquisition costs and cannot purchase medications directly through MMCAP Infuse agreements. The State of Oregon, specifically Marion County and Salem City, are participating in this procurement through a Notice of Intent to Participate (ITP). The current incumbent vendors for the IPS program are Clinical Solutions Pharmacy, Correct Rx, and Diamond Pharmacy Services. Vendors must pay an administrative fee of 3% on all purchases, and the procurement is conducted in compliance with Minnesota's laws, rules, and procurement policies. While specific award values are not detailed, the existing program handles approximately $9 million in monthly medication dispensing. Protests to the Notice of Intent to Participate must be submitted to the Department of Administrative Services, Procurement Services within seven calendar days of the notice.
