About this opportunity

Nebo School District (Utah County) is issuing a Notice of Intent to Award student credit recovery software without engaging in a standard procurement process under Utah Code 63G-6a Part 8, with a challenge submission deadline of September 24, 2026. This is a sole-source award; competing vendors may contest the notice only by demonstrating comparable or superior alternative solutions and submitting detailed challenge documentation, including cost comparisons of transitional costs, to Ryan Pitcher (ryan.pitcher@nebo.edu) prior to the close date.

The procurement is for Edgenuity (developed by Imagine Learning), an online K–12 courseware platform enabling middle and high school students to recover lost academic credits, remediate failed courses, and maintain progress toward graduation. The platform features diagnostic pre-testing, condensed curriculum, self-paced asynchronous learning, multi-modal instruction (video, interactive exercises, assessments), and targeted concept recovery micro-modules addressing specific state standards. The district intends customization of grading thresholds, lesson sequences, course pacing, and testing security measures aligned with district policies and state guidelines. The platform includes dashboard analytics for real-time progress tracking and reporting accessible to teachers, school counselors, and parents, and supports testing security protocols including in-person exam proctoring, lockdown browsers, and plagiarism detection.

The contract term is one year. No specific contract value, pricing terms, funding amounts, or renewal options are stated in the notice. Vendors contesting this sole-source determination must submit vendor name and contact person, a detailed explanation of competing sources with supporting documentation, evidence that the vendor can provide comparable or superior products meeting or exceeding specifications, documentation of equivalent procurement items, and a cost comparison analysis between the district's identified transitional costs and the contesting vendor's anticipated transitional costs.
