About this file
This is a Scope of Work document and Notice of Intent to Award prepared by Nebo School District in Utah for student credit recovery software through a sole source procurement process. The district seeks to award a contract for Edgenuity (developed by Imagine Learning), an online K-12 courseware platform designed to enable middle and high school students to recover lost academic credits, remediate failed courses, and maintain progress toward high school graduation. The product features diagnostic pre-testing, condensed curriculum, self-paced asynchronous learning, multi-modal instruction combining video, interactive exercises, and assessments, and targeted concept recovery micro-modules addressing specific state standards. The district intends to award this contract for a one-year term without engaging in a standard competitive procurement process in accordance with Utah Code Part 63G-6a Part 8 and Utah Administrative Code R33-108. Interested vendors claiming comparable or superior alternative solutions must submit detailed challenge documentation via email to Ryan Pitcher at ryan.pitcher@nebo.edu prior to the notice close date, including vendor contact information, detailed explanations of competing sources, documentation of comparable or superior products, cost comparisons, and evidence of equivalent procurement items.
The procurement allows for customization of grading thresholds, lesson sequences, course pacing, and testing security measures aligned with district policies and state guidelines. The platform includes dashboard analytics for real-time progress tracking and reporting accessible to teachers, school counselors, and parents. District administration can implement testing security protocols including in-person exam proctoring, lockdown browsers, and plagiarism detection to ensure academic integrity. The notice specifies that transitional costs may justify the sole source award methodology if identified; vendors contesting this award must provide cost comparison analysis between the district's identified transitional costs and their anticipated transitional costs. No specific pricing terms, funding amounts, or renewal options are detailed in the provided documentation.

Text version
Edgenuity (developed by Imagine Learning) is an online K–12 courseware platform designed to help middle and high school students make up lost academic credits, recover from failed courses, and stay on track for high school graduation.
Core Mechanics of Edgenuity Credit Recovery
• Diagnostic Pre-Testing & Testing Out: Credit Recovery (CR) courses feature pre-assessments before each lesson or unit. If a student demonstrates mastery of a standard on a pre-test, the system automatically lets them skip that material, allowing them to focus strictly on the specific concepts they failed.
• Condensed Curriculum: Standard Initial Credit (IC) courses require full-length instruction, whereas Credit Recovery versions are streamlined. They focus primarily on essential state standards and core concepts, reducing total instructional time (typically
~40 hours per semester course compared to 60+ hours for initial credit).
• Self-Paced, Asynchronous Learning: Students can progress through the content at their own speed. While instructional videos, guided readings, and quizzes can often be accessed at home or during study halls, students can finish a course as quickly as their effort allows.
• Multi-Modal Instruction: Video-based direct instruction from on-screen teachers is paired with interactive exercises, digital readings, vocabulary tools, practice assignments, and periodic assessments.
• Concept Recovery Modules: In addition to full-course recovery, Edgenuity offers short
"Concept Recovery" micro-modules (1–8 lessons). These target specific state standards so a student can remediate a single weak area without retaking an entire class.
District Administration & Academic Integrity
• Customization: Schools can adjust passing grade thresholds, grading weights, lesson sequences, and course pacing to align with local district policies or state guidelines.
• Testing Security: Major assessments (like unit tests and cumulative final exams) are typically locked by default. District policy usually requires students to take exams in-person under teacher supervision, enforced via lockdown browsers, proctoring tools, and
AI/plagiarism detection.
• Progress Tracking & Reporting: Dashboard analytics allow teachers, school counselors, and parents to monitor student completion rates, time on task, and current grade averages in real time.
Important Considerations
• Diploma Focus: The primary objective of Edgenuity Credit Recovery is high school graduation compliance—giving students a viable pathway to replace a failing grade and earn necessary high school credits.
