About this opportunity

The City of Bend, located in Deschutes County, Oregon, is advancing the Reed Market Bridge Project, a critical infrastructure initiative aimed at improving east-west connectivity, traffic flow, capacity, and safety in southeast Bend. The procurement will focus on an Owner's Representative services contract to support the project management team, with an anticipated Progressive Design-Build alternative delivery method for design and construction. The primary objective is to replace the existing at-grade railroad crossing with a bridge that will carry Reed Market Road over the rail line, addressing significant traffic delays caused by 6-8 daily train crossings. The city will solicit proposals through a Request for Proposal (RFP) process, with a hybrid informational session scheduled for November 20, 2025, at 11:00 AM, available both in-person at the Public Works Campus and virtually via Microsoft Teams. Prospective proposers are invited to attend the session to gain insights into the project overview, anticipated procurement schedule, and key milestones, with proposal submissions due by November 19, 2025.

The project has a total estimated cost of $46 million, with approximately $32 million awarded by the Federal Railroad Administration (FRA) and an anticipated grant agreement execution in 2026. The City of Bend will provide a local match of approximately $14 million from the 2020 Transportation General Obligation Bond. While no specific set-aside designations or restrictions on respondents are explicitly mentioned, interested parties should carefully review the full RFP documentation when released. The procurement does not indicate any incumbent vendors or specific integration requirements with existing infrastructure. Potential respondents should possess expertise in infrastructure project management, design-build delivery methods, and transportation infrastructure development. Interested firms should contact Justin Sweet, Procurement & Public Contracts Manager, for additional information and to prepare for the upcoming solicitation.

The City of Bend is advancing to the next phase of the Reed Market Bridge Project, a key infrastructure initiative aimed at improving east-west connectivity, traffic flow, capacity, and safety in southeast Bend. Reed Market Road serves as the only arterial south of Greenwood Avenue that links 27th Street to the west side of the Deschutes River. Currently, 6-8 trains cross Reed Market Road daily, often causing traffic delays exceeding 20 minutes. The (class 4) estimated cost for final design and construction is $46 million.
