About this file
This document is a Notice of Informational Session from the City of Bend, Oregon, regarding the Reed Market Bridge Project, a key infrastructure initiative aimed at improving east-west connectivity, traffic flow, capacity, and safety in southeast Bend. The city plans to host a hybrid informational session on November 20, 2025, at 11:00 AM for designers, contractors, and owner's representatives interested in future procurements. The project involves replacing an existing at-grade railroad crossing with a bridge that will carry Reed Market Road over the rail line, addressing current traffic delays caused by 6-8 daily train crossings. The city intends to solicit Requests for Proposals (RFPs) for the project, with a focus on Owner's Representative services and utilizing a Progressive Design-Build alternative delivery method.
The estimated total cost for final design and construction is $46 million, with approximately $32 million awarded by the Federal Railroad Administration (FRA) and an anticipated grant agreement execution in 2026. The City of Bend will provide a local match of approximately $14 million from the 2020 Transportation General Obligation Bond. The informational session will provide an overview of the project, anticipated procurement schedule, and key milestones, offering an opportunity for interested parties to provide input as solicitation documents and scopes of work are being developed. Contact information is provided for Justin Sweet, Procurement & Public Contracts Manager, and the session will be available both in-person at the Public Works Campus and virtually via online meeting platform.

Notice of Informational Session Bend to host info session for designers, contractors, and owner’s reps interested in future procurements for the Reed Market Bridge
Info session on November 20, 2025, at 11:00 AM
The City of Bend is advancing to the next phase of the Reed Market Bridge Project, a key infrastructure initiative aimed at improving east-west connectivity, traffic flow, capacity, and safety in southeast Bend. Reed Market Road serves as the only arterial south of Greenwood Avenue that links 27th Street to the west side of the Deschutes River.
Currently, 6–8 trains cross Reed Market Road daily, often causing traffic delays exceeding 20 minutes.
To address this, the City is planning a major improvement: replacing the existing at-grade railroad crossing with a bridge that will carry Reed Market Road over the rail line.
The (class 4) estimated cost for final design and construction is $46 million. The Federal Railroad Administration (FRA) has awarded the project approximately $32 million in funding, with the City anticipating execution of the grant agreement in 2026. The City will provide a local match of approximately $14 million from the 2020 Transportation General Obligation Bond.
This transformative project will significantly enhance mobility, safety, and reliability for Bend’s transportation network.
As the Reed Market Bridge Project progresses, the City plans to solicit Requests for Proposals (RFPs) for the Reed Market Bridge Project (No. 1GRMC). The City expects to solicit for Owner’s Representative services to support the City’s project management team and is proposing to use a Progressive Design- Build alternative delivery method for design and construction.
To support transparency and engagement, the City will host a hybrid informational session for prospective proposers which may be attended in-person or virtually, see attendance information below. This session will provide an overview of the project, anticipated procurement schedule, and key milestones. It will also offer an opportunity for interested parties to provide input as the solicitation documents and scopes of work are being developed.
