About this opportunity

This Request for Proposals (RFP) is issued by The Texas A&M University System Office of Facilities Planning & Construction on behalf of the Board of Regents and Texas A&M University for the selection of a Construction Manager at Risk (CMAR) firm for the West Campus Classroom Building project in College Station, Texas. The selected CMAR firm will be responsible for providing comprehensive pre-construction services, including constructability guidance, cost estimates, and construction schedules, as well as establishing a Guaranteed Maximum Price (GMP) and executing complete construction services for the facility. The proposed 112,193 gross square foot (GSF) classroom building, comprising 67,316 assignable square feet (ASF) at 60% efficiency, will be constructed on Parking Lot 74 within the West Campus Character Zone and will feature collaborative and active learning spaces with approximately two-thirds of assignable space dedicated to direct instruction. Respondents will be evaluated based on best value criteria, and the Owner reserves the right to conduct interviews at its discretion. Proposals must be submitted through eBuilder by 2:00 p.m. Central Time on February 19, 2026, with no exceptions granted for late submissions, and all RFP documents must be accessed and submitted exclusively through the eBuilder platform, with all addendums posted within that system only. Questions regarding the RFP should be directed to Lee Gibson at the Office of Facilities Planning & Construction at (979) 777-6588 or lgibson@tamus.edu.

This procurement is conducted pursuant to Texas Education Code 51.782(e), though the RFP document does not specify any particular set-aside designations or restrictions limiting respondent eligibility based on disadvantaged enterprise status or other organizational classifications. No incumbent vendors or current contractors are referenced in the available documentation. The Planning Amount for the project is $130,000,000, which includes an Amount Available for Construction Contract (AACC) of $90,960,000, with the remaining balance allocated for fees, furnishings, other work, miscellaneous expenses, and contingencies. Respondents must ensure they are registered in eBuilder and complete their submissions prior to the February 19, 2026 deadline, as the system will not permit uploads after the specified time.
