About this opportunity
The Texas A&M University System's Office of Facilities Planning & Construction is requesting qualifications for environmental services across A&M System member institutions, with submissions due July 7, 2026 and questions due June 23, 2026. The procurement carries a VetHUB (Service-Disabled Veteran) subcontracting goal of 2%, and all respondents must submit a completed Subcontracting Plan demonstrating good faith efforts to recruit and notify Texas-certified VetHUB vendors, which is mandatory to be considered responsive.
The scope encompasses asbestos, lead-based paint, and mold assessment and abatement; pollution liability protection including Phase I and Phase II Environmental Site Assessments; natural resources evaluations including wetlands and endangered species assessments; antiquities and historic structure permitting; and property condition assessments. Work is performed statewide at various A&M System member locations.
The Texas A&M System intends to establish a master services agreement with multiple qualified respondents to create a pre-qualified pool of environmental services providers rather than award to a single contractor. The initial term extends three years with options to renew for two additional one-year periods. Pricing is based on normalized unit rates proposed by respondents for individual project assignments, with each project governed by a separate purchase order with a not-to-exceed fee. No minimum contract value or ceiling is stated.
Respondents must carry professional liability insurance of $2 million per occurrence and $4 million aggregate, plus commercial general liability and excess umbrella coverage totaling at least $5 million. All resulting work products and deliverables become the sole property of the A&M System member institution. The Texas A&M System reserves the right to select as many respondents as necessary to ensure service coverage and is not obligated to award any contract. Inclusion in the qualified pool does not guarantee project assignments. Questions due June 23, 2026; addenda issued by June 29, 2026.
