About this opportunity

SSC Services for Education Facilities Services is soliciting qualifications from architectural and engineering firms for an Indefinite Delivery Indefinite Quantity agreement pool for roof design, with qualifications due December 10, 2026 at 2:00 p.m. SSC is procuring on behalf of Texas A&M University and the Texas A&M University System. A State of Texas Subcontracting Plan with VetHUB service-disabled veteran opportunities is mandatory, and monthly Subcontracting Plan Progress Assessment Reports must accompany each pay application.

Multiple firms will be selected, with no guaranteed minimum amount per contract term. Once selected for individual projects, firms provide pre-design field investigation, schematic design, design development, construction documents, procurement services, and construction contract administration across the College Station main campus and 12 regional campuses. Designs must comply with Texas A&M University System requirements, current City, State, and Federal codes, and Texas Accessibility Standards. Awarded firms use SSC's Trimble Unity Construct Documentation and Project Management System. Respondents must certify non-engagement with Iran, Sudan, or foreign terrorist organizations and comply with Texas Family Code Chapter 231 ownership disclosure requirements.

Submissions require one flash drive containing one PDF and two printed copies, totaling a maximum of 75 pages in five parts: firm history and legal claims, management approach, project experience with references, work chart and organization with personnel resumes, and a VetHUB State of Texas Subcontracting Plan. Evaluation weights are Prime A/E Firm History (25%), Firm's Management Approach (20%), Firm Experience (30%), and Work Chart and Organization (25%). The RFQ anticipates a total expected contract value of $100,000 or more over the life of the agreement, including renewals. No pre-proposal meeting or site visit is scheduled, and there is no public proposal opening. Solicitation documents are available through the Texas Smart Buy ESBD website. Questions go to Procurement Coordinator Shawna Kennedy at Shawna.Kennedy@sscserv.com or 979-255-4443.
