About this file

This Addendum No. 1, issued June 30, 2026, by the Texas A&M University System's Office of Procurement & Business Services, provides clarifications to RFQ-01-FPC-26-267 for Environmental Services. The procurement encompasses asbestos, lead-based paint, and mold assessment and abatement; pollution liability protection including Phase I and Phase II Environmental Site Assessments; natural resources evaluations; antiquities and historic structure permitting; and property condition assessments across A&M System member institutions statewide. Respondents must acknowledge receipt of this addendum on the Execution of Offer (Exhibit A). The RFP due date is July 7, 2026. The Texas A&M System intends to establish a master services agreement with multiple qualified respondents to create a pre-qualified pool rather than award to a single contractor, with an initial three-year term and options to renew for two additional one-year periods.

The addendum addresses sixteen technical and procedural questions from respondents. Key clarifications include: gross square footage and construction dates may be marked "N/A" when not applicable to projects; experience under master services agreements should identify specific projects where services were performed; resumes for ancillary services such as drillers and laboratories are not required; a fee schedule template is not provided as fees will be negotiated after qualified firms are selected and normalized rates will be calculated and applied uniformly across the vendor pool; certifications and licenses should be submitted in an appendix separate from the primary Statement of Qualifications and do not count toward page limits; respondents may indicate availability for selected member locations rather than statewide coverage, though this may reduce service requests; and independent analytical laboratories performing sample analysis are considered subcontractors for VetHUB subcontracting plan purposes. The Texas A&M System reserves the right to select as many respondents as necessary to ensure service coverage and does not guarantee project assignments to any qualified firm.

ADDENDUM NO. 1

Date: June 30, 2026 RFP Due Date: July 7, 2026

RE: RFQ-01-FPC-26-267 Environmental Services

Respondents shall acknowledge receipt of addendum(s) on the Execution of Offer (Exhibit A).

Questions/Responses:

1. For projects involving new sites and natural resource services (i.e., not associated with vertical construction), can the requirements for gross square footage and construction start/finish dates be omitted when not applicable?

Response: An Not Applicable (N/A) may be used as a response to these items.

2. For on-call or master services contracts with multiple work authorizations across separate project sites, would it be acceptable to present this experience as one representative project example, given the limitation of three (3) project submissions?

Response: It is preferable to identify a specific project where services were performed under the master services agreement.

3. Do we need to provide resumes for ‘ancillary’ services such as drillers and/or labs?

Response: No

4. Is there a template for the Fee Schedule?

Response: Fees schedule will be negotiated after qualified firms have been selected.

5. Section 4.1.1(b) of the RFQ states: "Provide a statement detailing the specific qualifications, availability, and commitment of the Respondent and subconsultants, including named assigned personnel, to successfully undertake, manage, and perform the services listed within Section 3 above.

Proof of qualifications shall be provided by certifications, licenses, or other documentation in a separate tab which does not count towards the maximum number of pages allowed." Could you please clarify where this separate tab should be located within the submission and how the A&M System would like these materials to be organized? Since certifications, licenses, exhibits, and tabs do not count toward the page limit, should these materials be numbered separately from the Statement of Qualifications?

Response: An appendix with certifications, licensing and other documentation is one example of how this can be presented. The certifications and licenses should not be in the primary body of the SOQ.

6. Section 4.1.3 requests project information including gross square footage. For certain relevant projects, we may not be able to confirm the final gross square footage. In those cases, would the A&M System prefer that we:

a) Provide an estimated gross square footage,

b) Indicate that the information is unavailable, or

c) Exclude otherwise highly relevant projects in favor of projects for which the gross square footage is known?

Response: Option B is preferable

7. For purposes of the VetHUB Subcontracting Plan, should independent analytical laboratories (e.g., environmental laboratories and industrial hygiene laboratories) be considered subcontractors when the Respondent collects samples and the laboratory performs the analysis?

Response: Yes

8. Other than identification within the Statement of Qualifications and VetHUB Subcontracting Plan, are there any forms, certifications, letters of commitment, resumes, or other documentation required from proposed subconsultants as part of the RFQ response?

Response: No

9. Since our most relevant “projects” are ongoing IDIQs, how should we answer questions like final GSF, construction timeline, etc?

Response: It is acceptable to indicate not applicable (N/A) or information is not available.

10. Does the A&M System intend to qualify firms for the full suite of services described in Section 3.2, or may respondents be selected for only certain service categories or technical disciplines?

Response: Please see items of note on page 10 of 37 of the RFQ, first bullet point.

11. May respondents indicate availability for only selected member locations on Exhibit C and still be considered responsive, or does A&M System expect statewide coverage across all listed locations?

Response: It is acceptable to indicate availability for only selected member locations. Note that this may reduce requests for services due to the narrowed location scope.

12. How many respondents does A&M System anticipate selecting for inclusion in the prequalified pool?

Response: While not a definitive number to be selected for this RFQ, refer to the following link which provides a list of all of our current master service agreement pools.

https://www.tamus.edu/business/facilities-planning-construction/master-agreements/

13. After reviewing the RFQ, we have a question regarding the Master Service Agreement. On page 37 it references Exhibits A – D. It appears these have been left out of the RFQ or are mislabeled. Is there a template for the Fee Schedule?

Response: The exhibits listed on page 37 will be part of the Master Agreement, and listed as reference for what to expect to be included within the MSA. With regards to fees, since this is an RFQ, we are not requesting rates at this time. Selection of vendors will be based solely on qualifications. It was not made very clear in the RFQ, but within section 3.2, Items to Note, there is a reference to normalized rates. Once respondents are selected to be part of the vendor pool, we will ask for proposed rates from each. We will then calculate the normalized rates and those will be used be all vendors within the pool.

14. Page 13 Section 4.1.1 (c) of the RFQ states to "provide copies of any key personnel licenses and certifications." Are we meant to attach scanned photos of every license for each person, or is providing each person's license/registration number acceptable?

Response: Attach photos or scans of each person’s license or certification that will be assigned to directly manage and perform the services. Follow directions outlined in 4.1.1 (b) for inclusion of these licenses and certifications.

15. Page 13 Section 4.1.1 (b) states "Provide a statement detailing the specific qualifications, availability, and commitment of the Respondent and subconsultants, including named assigned personnel, to https://www.tamus.edu/business/facilities-planning-construction/master-agreements/ successfully undertake, manage, and perform the services listed within Section 3 above. Proof of qualifications shall be provided by certifications, licenses, or other documentation in a separate tab which does not count towards the maximum number of pages allowed." Does the proof of qualifications here refer to certifications for the firms themselves or also to individual team members ("including named assigned personnel")?

Response: If a specific company certification or registration is required to perform the services outlines, please include. Individual team member licenses and certifications is required.

16. As an environmental firm, we don’t typically get involved with project construction or the square footage of the project and clients don’t typically provide this information to us. If we do not include this information in section 3: respondent’s performance on past representative projects will we receive a lower score? Is this information necessary to include in this section?

Response: Include the information if possible. If the information is bot available, include a N/A. This information allows the review committee to better understand the scope and scale of projects your team has performed these services for.
