About this opportunity
The Texas Department of Transportation (TxDOT) Aviation Division is soliciting sealed bids for construction improvements at Mesquite Metro Airport, specifically for taxilane reconstruction/widening and apron construction. Bids must be submitted to Sheri Quinlan at TxDOT Aviation Division by 1:00 PM on May 28, 2026, at which time bids will be publicly opened and read. A mandatory pre-bid conference will be held on May 13, 2026, at 11:00 AM at Mesquite Metro Airport Terminal located at 1340 Airport Boulevard, Mesquite, Texas, and bidding documents are available for examination at KSA Engineers in McKinney, Texas, with plan sets obtainable free of charge through the TxDOT Plans Online website. The project deliverables include completion of taxilane reconstruction and widening work as well as apron construction according to specifications, with all contract documents, pay requests, change orders, certified payroll, DBE/HUB reports, and insurance certificates to be electronically submitted through the eGrants system. The Engineers' Estimate of Probable Cost totals $3,738,779.94, comprised of three base bid schedules totaling $2,989,594.69 and two additive alternates totaling $348,185.25. Bidders must submit a bid guarantee equal to two percent of the total bid price in the form of a cashier's check, money order, or bid bond, and the successful bidder must furnish performance and payment bonds in the full amount of the contract price. All required bid documents, including the bid form, bid bond with power of attorney, language certifications for AIP contracts, debarment certification, Buy American certification, and DBE participation plans, must be submitted to be considered responsive.
The DBE participation goal for this project is zero percent; however, if unable to meet specified goals, contractors must submit a Form 4000 Contractor's Certification of Good Faith Effort, with DBE participation plans required to be submitted no later than five calendar days from bid opening. No specific set-aside designations or restrictions limiting participation to particular organization types are indicated in the procurement notice. There are no incumbent vendors or current contractors referenced in the solicitation documents. The project budget is established at $3,738,779.94 based on the Engineers' Estimate of Probable Cost, with the final award value contingent upon the selected bid schedule and any additive alternates approved by TxDOT.
