About this file
This Addendum No. 2 document pertains to the Texas Department of Transportation (TxDOT) Aviation Division's taxilane reconstruction/widening and apron construction project at Mesquite Metro Airport. The addendum, issued on May 20, 2026, modifies plan sheets C01 (Project Layout) and E01 (Taxilane Electrical Layout Plan) to show excess excavated soil stockpile locations and clarifications regarding light cover placement. The project encompasses major work items including pavement removal, earthwork, drainage structures, concrete pavement sections, and edge lighting. The base bid contract time is 130 calendar days, with Additive Alternate No. 1 requiring 20 additional calendar days and Additive Alternate No. 2 requiring 10 additional calendar days. Sealed bids were due on May 28, 2026, at 1:00 p.m., with public opening and reading of bids at that time. The pre-bid conference was held on May 13, 2026, at Mesquite Metro Airport, and contract award was anticipated within 60 calendar days from bid opening. The anticipated project start date is early August 2026. Liquidated damages are assessed at $1,000 per calendar day for schedule delays.
The addendum addresses 20 contractor questions regarding project execution, including specifications for material placement, vegetative watering quantities (1,000 gallons per acre for 15 days during November to February), flex base installation methods (motor grader use approved), work hour restrictions, weekend work authorization, utility locating procedures, water sourcing from fire hydrants, and contractor-provided equipment such as aviation band radios. The project is federally funded with a DBE goal of zero percent and EEO goals of 18.2% for minority participation and 6.9% for female participation in each trade. The Engineers' Estimate of Probable Cost totals $3,738,779.94, comprising base bid schedules totaling $2,989,594.69 and two additive alternates totaling $348,185.25. Bidders must submit a two percent bid guarantee, and the successful bidder must furnish performance and payment bonds for the full contract amount. No maintenance bond is required. Payment will be made up to 95% of the contract amount with no retainage on the project.
