About this opportunity

The Texas Department of Transportation (TxDOT) Aviation Division is procuring construction services for improvements at Giddings-Lee County Airport in Lee County, Texas through a sealed bid process. The project includes a base bid for partial parallel taxiway extension, stub taxiway, and drainage improvements, with an additive alternate for taxiway turnaround and additional drainage improvements. Sealed bids must be delivered to Sheri Quinlan at TxDOT Aviation Division by 1:00 PM on June 25, 2026, at which time bids will be publicly opened and read. A mandatory pre-bid conference is scheduled for 11:00 AM on June 10, 2026, at Giddings-Lee County Airport. Bidding documents are available for examination at Strand Associates, Inc. in Brenham, Texas, and may be obtained free of charge through TxDOT's Plans Online website. The successful bidder will be required to electronically submit all contract documents, pay requests, change orders, certified payroll, and insurance certificates through the eGrants system. Technical questions regarding specifications should be directed to Molly Goff, P.E., and general inquiries should be directed to Sheri Quinlan, Contract Specialist.

There are no set-aside designations for this procurement, as the Disadvantaged Business Enterprise goal for the project is zero percent. No incumbent vendors or current contractors are identified in the procurement documentation. Each bid must be accompanied by either a cashier's check, money order, or bid bond in the amount of two percent of the total bid price. The successful bidder must furnish performance and payment bonds in the full amount of the contract price prior to execution. The engineers' estimate of probable cost is $1,709,000.00 for the base bid and $159,000.00 for additive alternate 1. The project is subject to federal regulations including Title VI of the Civil Rights Act of 1964, Executive Order 11246, and the Aviation Safety and Capacity Expansion Act of 1990.
