Bidders must attend a pre-bid conference scheduled for April 14, 2026, at 2:00 p.m. at Pineland City Hall (101 Dogwood St., Pineland, TX 75968), and all technical questions regarding specifications and plans must be submitted in writing to James McKenzie by Friday, April 17, 2026, at 5:00 p.m. Sealed bids must be delivered to Kelle Chancey at TxDOT Aviation Division (6230 E. Stassney Ln, 2nd Floor, Austin, TX 78744) by 2:00 p.m. on April 30, 2026, at which time bids will be publicly opened and read. The contractor will be responsible for comprehensive quality control including all personnel, procedures, inspections, sampling, testing, and field process controls for asphalt placement, compaction, and density control operations, as well as protection of existing utilities, stormwater pollution prevention (SW3P) compliance, and adherence to FAA Advisory Circular 150/5370-2G for operational safety during construction. The contract duration is 60 calendar days with liquidated damages assessed per calendar day, and the engineer's estimate of probable construction cost is $2,298,740.

Bidders must submit a Hub Subcontracting Plan (HSP) with their bid; failure to do so will result in the bid being deemed non-responsive, though the project carries a HUB Goal of 0.0%. A bid guarantee equal to two percent of the total bid price must accompany each bid, submitted as either a cashier's check, money order, teller's check, or bid bond from a reliable corporate surety authorized to do business in Texas. The successful bidder will be required to furnish both Performance and Payment Bonds in the full amount of the contract price. All bidders must meet eGrants electronic grant management system minimum requirements and comply with Title VI of the Civil Rights Act of 1964, and minimum wage rates have been predetermined by law and are included in the specifications. The project is state-funded, with bidding documents available for examination at KSA Engineers, Inc. (8866 Synergy Dr., McKinney, TX 75070), and plan sets available free of charge through the TxDOT Plans Online website. Contract award is anticipated within 60 calendar days from bid opening, with payment to be made up to 95 percent of the contract amount for installed work items and no retainage held on the project.
