About this opportunity
Texas A&M Forest Service is requesting bids on comprehensive pre-buy inspection services for C-130H Hercules airtankers under IFB-26-008, with sealed bids due June 15, 2026 at 4:00 p.m. Central Time, and a pre-bid conference scheduled for June 2 at 2:00 p.m. Central Time via Microsoft Teams.
The scope spans a two-phase inspection process. Phase 1 consists of records review and compliance audits on a minimum of four and maximum of six aircraft, with deliverables due within 30 calendar days of records access. Phase 2 encompasses physical inspections and functional checks on the best four acceptable aircraft from Phase 1, with inspection completion required within 60 days of notice to proceed and final reports due 30 days thereafter. Inspections will assess airworthiness, structural integrity, maintenance history, modification status, and overall condition of former military transports modified for aerial firefighting with retardant delivery systems.
Bidders must demonstrate minimum five years of experience with heavy aircraft maintenance and inspections; personnel holding FAA A&P certificates with Inspection Authorization credentials; professional liability insurance of at least $1 to $2 million; and references from at least two similar pre-buy projects on large transport aircraft. Specific expertise required includes access to Lockheed Martin technical data, familiarity with T56 engines, center wing box fatigue programs, and airtanker-specific modifications. Contractors must maintain independence from the aircraft seller, current operator, or any party with a financial interest in the transaction.
Bidders must submit fixed-price or not-to-exceed pricing for both phases with detailed cost breakdowns including travel, per diem, non-destructive testing, borescope inspections, potential test flights, and other reimbursable expenses. Travel and meal expenses will be reimbursed according to State of Texas rates with receipts required and no reimbursement for alcohol. The contract runs through December 31, 2026, with potential extension for up to five additional one-year periods upon mutual written agreement. Award will be made on a best-value basis. Written questions are due June 5 at 2:00 p.m. Central Time. Any addendum will be issued by June 10 at 2:00 p.m. Central Time.
