Bidders must attend mandatory on-site visits scheduled for May 27, 2026, at either 10:00 a.m. or 2:00 p.m., with failure to attend resulting in automatic disqualification. Pricing must be submitted as firm, fixed prices on Exhibit C, encompassing all labor, equipment, materials, supplies, and related expenses with no additional costs to the agency.
Bidders must carry comprehensive insurance coverage including Workers' Compensation, Commercial General Liability ($1,000,000 per occurrence/$2,000,000 general aggregate), Commercial Automobile Liability ($1,000,000), Professional Liability ($1,000,000), and Umbrella Liability ($1,000,000), and must comply with extensive HHS affirmations and Uniform Terms and Conditions covering debarment status, child support obligations, E-Verify requirements, conflict of interest disclosures, and restrictions on abortion-related services, gender transitioning procedures, energy company boycotts, firearm industry discrimination, and artificial intelligence system use. Bidders are required to complete Exhibit D (Bidder Reference and Contract Qualifications Form), Exhibit A (HHS Solicitation Affirmations), Exhibit B (HHS Uniform Terms and Conditions and Affirmations), Exhibit F (Form 4109 Application for Texas Identification Number), and must obtain a Texas Identification Number (TIN) to receive payment. The contract term begins on the award date and expires August 31, 2026, with an option for extension up to one additional year at HHSC's sole discretion; price adjustments are permitted only through CPI-W or CPI-U indices or federal minimum wage adjustments. The solicitation contains no guarantee of volume, usage, or compensation, and all contracts remain subject to appropriations and availability of funds. No incumbent vendors, set-aside designations, or specific budget amounts are identified in the solicitation documents. Bidders may submit responses electronically through the optional HHS Online Bid Room system or in-person at the PCS office located at 1100 W. 49th Street, Austin, Texas, which operates from 8:00 a.m. to 5:00 p.m., Monday through Friday.
