About this opportunity

The Texas Health and Human Services Commission (HHSC) is soliciting bids for continuing education (CE) course development supporting the CDC-funded Texas Overdose Data to Action (TODA) Program, with responses due June 23, 2026, at 10:30 AM CST. A Historically Underutilized Business (HUB) Subcontracting Plan with a 26% HUB utilization goal is required; responses without a completed plan will be disqualified.

The contractor must develop a minimum of two CE courses worth 1–2 CE hours each, with one course addressing the 2022 CDC Clinical Practice Guideline for Prescribing Opioids for Pain Management and a second course covering medications for opioid use disorder (MOUD), medication-assisted treatment (MAT), substance use disorder (SUD) treatment, and effective communication strategies regarding SUD. All courses must be available online by August 31, 2026. The contractor must host courses on a website for free access, conduct post-course surveys, provide monthly data reporting on provider engagement, submit an annual report by September 15, 2026, and support live CE sessions. Pricing must be firm and fixed for the entire contract term and include all labor, equipment, materials, supplies, and related expenses.

The contractor must hold national accreditation from ACCME, ANCC, NAADAC, or ASWB, or demonstrate equivalent subject matter expertise. Minimum qualifications include three years of relevant experience and one year of experience for assigned personnel. Course speakers and presenters must possess relevant clinical licensure, SUD certification, an advanced degree in a related field, and ideally lived experience with formal training. Bidders must submit three verifiable references for similar contracts within the past five years. Insurance requirements include workers' compensation, commercial general liability of $1 million per occurrence, commercial automobile liability, professional liability errors and omissions of $1 million, and umbrella liability of $1 million.

The historical monetary value for similar services is $85,000 annually, though HHSC does not guarantee volume or compensation. The initial contract term runs from award through August 31, 2028, with an extension option available for up to one additional year. Questions are due June 5, 2026, with responses posted June 10, 2026. A courtesy HUB Subcontracting Plan review deadline is June 12, 2026. All responses must include signed HHS Solicitation Affirmations (Exhibit A), a completed HUB Subcontracting Plan (Exhibit F), the Pricing Sheet (Exhibit C), Bidder Reference Form (Exhibit D), documentation of financial capability and solvency, and Form 4109 (Texas Identification Number Application) if applicable. Responses must comply with E-Verify requirements and conduct background checks on personnel. Contractor must maintain equipment inventories and comply with Texas Public Information Act, cybersecurity, and conflict-of-interest requirements.
